Circular 14/2023/TT-BVHTTDL stipulates standards for consideration of the Certificate of Merit from the Minister of Culture, Sports and Tourism from January 1, 2024?
Based on Article 7 Circular 14/2023/TT-BVHTTDL stipulates the standards for considering awarding the Certificate of Merit from the Minister of Culture, Sports and Tourism as follows:
- Standards for awarding the Certificate of Merit from the Minister of Culture, Sports and Tourism to individuals:
+ Individuals working at agencies and units under the Ministry meeting the standards specified at point a or point b or point c or point d clause 1 Article 74 Law on Emulation and Commendation 2022;
+ Individuals with outstanding achievements in unexpected international competitions, festivals, exhibitions in the fields of culture, family, physical training, sports and tourism, or those having outstanding, exemplary achievements in specialized emulation movements initiated by the Ministry;
+ Individuals outside the sector who have made outstanding contributions to the development of culture, sports, and tourism.
- Standards for awarding the Certificate of Merit from the Minister of Culture, Sports, and Tourism to collectives:
+ Collectives under the agencies and units of the Ministry meeting one of the standards specified in clause 3 Article 74 Law on Emulation and Commendation 2022;
+ Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism of provinces and centrally-run cities meeting the standards specified in point a clause 3 Article 74 Law on Emulation and Commendation 2022 and reviewed annually at the end of the working year of the Ministry;
+ Collectives with unexpected outstanding achievements in international competitions, festivals, exhibitions in the fields of culture, family, physical training, sports and tourism, or exemplary achievements within the Ministry, within the sector, or outstanding achievements in specialized emulation campaigns initiated by the Ministry;
+ Collectives outside the sector that have made significant contributions to the development of culture, sports, and tourism.

Circular 14/2023/TT-BVHTTDL details the implementation of clause 4 Article 24, clause 3 Article 26, clause 3 Article 27, clause 3 Article 28, clause 2 Article 71, clause 6 Article 74, clause 2 Article 75, clause 6 Article 84 Law on Emulation and Commendation 2022 and the emulation and commendation work in the fields of Culture, Sports and Tourism (hereinafter referred to as the Sector).
Circular 14/2023/TT-BVHTTDL applies to collectives, officials and public employees, and workers at Departments, Bureaus, the Ministry Inspectorate, the Ministry Office, the Management Board of the Vietnam National Village for Ethnic Culture and Tourism, the Office of the Communist Party Committee, the Office of the Trade Union, the Office of the Ho Chi Minh Communist Youth Union, public service providers, and state enterprises (hereinafter referred to as agencies and units) under the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Ministry), Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism; collectives and individuals who have made achievements and contributions to the construction and development of the Ministry and the Sector, and other related organizations and individuals involved in the Sector's emulation and commendation work.
Standards for being awarded the commemorative medal for the cause of culture, sports, and tourism?
According to the stipulations in Article 10 Circular 14/2023/TT-BVHTTDL, the standards for being awarded the commemorative medal for the cause of culture, sports and tourism are as follows:
(1) For individuals who have and are currently working in the sector of culture, sports, and tourism:
- Having worked for 20 years or more for men.
- Having worked for 15 years or more for women.
The above period includes the time spent on study or fulfilling military service obligations.
Individuals who have and are currently working in the sector of culture, sports, and tourism specified above may be awarded the commemorative medal earlier than the stipulated period in one of the following cases:
- Individuals who have worked in particularly difficult areas, border regions, and islands will have their actual working time in these areas multiplied by a coefficient of 1.3 to calculate the working time in the Sector;
- Performing artists, circus artists, national sports team athletes may be awarded the commemorative medal 5 years earlier than stipulated;
- Individuals awarded the titles of Labor Hero, National Emulation Fighter, People's Artist, Meritorious Artist, People's Artisan, Meritorious Artisan, People's Teacher, Meritorious Teacher, People's Doctor, Meritorious Doctor, authors awarded the Ho Chi Minh Prize, the State Prize for literature and arts will be considered for the commemorative medal immediately after receiving the title or award decision.
(2) For individuals working outside the sector of culture, sports, and tourism, the award of the commemorative medal is considered under one of the following standards:
- Holding a managerial position (with a subsidy coefficient of 0.7 or higher) for at least 5 years and having made significant contributions to the leadership, direction, and development of the Sector;
- Leading or participating significantly in a state-level scientific research project in the fields of culture, family, physical training, sports, and tourism that receives an evaluation of excellent or higher and is effectively applied, providing practical value to the Sector;
- Making positive contributions to the protection and promotion of tangible, intangible cultural heritage, and documentary heritage or providing significant material, financial support for the Sector's cause.
(3) For Vietnamese individuals residing abroad and foreigners:
Making significant contributions to the construction and development of Vietnamese culture, sports, and tourism.
Circular 14/2023/TT-BVHTTDL takes effect from January 1, 2024.
Law on Emulation and Commendation 2022 takes effect from January 1, 2024.
