How are health classification standards for military service performed from January 01, 2024?

Based on Appendix I attached to Circular 105/2023/TT-BQP, health classification standards are according to physical condition, disease, disability, and health issues.

There are classification standards as follows:

- Classification standards for diseases and health issues

- List of diseases exempt from military service registration

Based on Article 6 of Circular 105/2023/TT-BQP, the method of scoring and classifying health for military service is as follows:

(1) Scoring method:

Each criterion, after examination, is scored from 1 to 6 in the "Points" column, specifically:

- Point 1: Indicates very good health condition;

- Point 2: Indicates good health condition;

- Point 3: Indicates fairly good health condition;

- Point 4: Indicates average health condition;

- Point 5: Indicates poor health condition;

- Point 6: Indicates very poor health condition.

(2) Health classification method:

Based on the scores given for the criteria during the examination to classify health. Specifically:

- Type 1: All criteria score 1;

- Type 2: At least 1 criterion scores 2;

- Type 3: At least 1 criterion scores 3;

- Type 4: At least 1 criterion scores 4;

- Type 5: At least 1 criterion scores 5;

- Type 6: At least 1 criterion scores 6.

Example: A citizen with grade 3 hypertension will fall into point 6, indicating a poor condition, and will be classified as type 6, recorded in the military service health card.

What is the procedure for military service health examinations from January 01, 2024?

Based on the provisions at Clause 6, Article 8 of Circular 105/2023/TT-BQP, the procedure for military service health examinations from January 01, 2024, is as follows:

Step 1: Prepare the list of citizens undergoing military service health examinations;

Step 2: Announce the time and place for health examination (Issue health examination orders);

Step 3: Conduct the health examination following the provisions in Clause 5, Article 8 of Circular 105/2023/TT-BQP through two rounds:

- Physical examination; clinical examination by specialists: Ophthalmology, otorhinolaryngology, dentistry, internal medicine, neurology, psychiatry, surgery, dermatology, obstetrics and gynecology (for females);

- Paraclinical examination: Blood count; blood group (ABO); liver function (AST, ALT); kidney function (urea, creatinine); blood glucose; hepatitis B virus (HBsAg); hepatitis C virus (Anti-HCV); HIV; complete urinalysis (10 parameters); general abdominal ultrasound; electrocardiogram; chest X-ray; urine test for drugs. The Chairman of the Council may order additional tests as required to accurately conclude health status.

During physical and clinical examinations, if a citizen does not meet one of the health standards listed in Clause 1, Article 4 of Circular 105/2023/TT-BQP, the responsible council member will report to the Council Chairman for a decision to stop the examination. Only proceed with blood, urine tests; HIV and drug tests for those who meet the health standards after physical, clinical, ultrasound, and electrocardiogram examinations.

Organize HIV consultation and testing as per legal provisions on HIV/AIDS prevention and control for those who meet health standards;

Step 4: Complete the Military Service Health Card according to Form 3, Appendix V attached to Circular 105/2023/TT-BQP;

Step 5: Summarize and report the results of the military service health examination according to Form 2b, Appendix VI attached to Circular 105/2023/TT-BQP.

Circular 105/2023/TT-BQP comes into effect on January 01, 2024.
