To annul the content of submitting and presenting physical household registration books when carrying out administrative procedures under the management of the Ministry of Labor, War Invalids and Social Affairs of Vietnam?
On August 29, 2023, the Minister of Labor, War Invalids and Social Affairs issued Circular 08/2023/TT-BLDTBXH on amending, supplementing and annulling a number of articles of Circulars and Joint Circulars. There are regulations related to the submission and presentation of physical household registration books, physical temporary residence books or documents requiring confirmation of residence when carrying out administrative procedures in the field of state management of the Ministry of Labor, Invalids and Social Affairs of Vietnam.
Circular 08/2023/TT-BLDTBXH annuls regulations on physical household registration books as follows:
In Clauses 5 and 6, Article 2, Circular 08/2023/TT-BLDTBXH stipulates the partial and complete repeal of the Circular of the Minister of Labor, War Invalids and Social Affairs as follows:
Abrogate part and all of the Circular of the Minister of Labor, War Invalids and Social Affairs

5. Annul the content "Permanent residence", the content "Currently have permanent residence", the content "Place of permanent residence registration" in Form No. 01, Form No. 02, Form No. 03, Form No. 05 and Form No. 06 issued together with Circular No. 01/2019/TT-BLDTBXH dated January 2, 2019 of the Minister of Labor, War Invalids and Social Affairs regulating the determination of disability levels by the Association jointly determine the level of performance disability.
6. Annul the content "Copy of household registration book or temporary residence certificate in case the employer is a household or individual" in Clause 2, Article 6 of Circular No. 09/2020/TT-BLDTBXH dated December 12 November 2020 of the Minister of Labor, War Invalids and Social Affairs detailing and guiding the implementation of a number of articles of the Labor Code on underage workers.
In Clause 4, Article 3, Circular 08/2023/TT-BLDTBXH stipulates the partial repeal of the Joint Circular issued by the Joint Minister of Labor, War Invalids and Social Affairs as follows:

a) Annul point b, clause 2, Article 4;

Accordingly, Circular 08/2023/TT-BLDTBXH begins to apply from October 12, 2023.
Will physical household registration books still be valid in Vietnam in 2023?
Pursuant to Article 38 of the Law on Residence 2020, the implementation provisions are as follows:
Implementation clauses
1. This Law takes effect from July 01, 2021.
2. The Law on Residence No. 81/2006/QH11, amended in accordance with the Law No. 36/2013/QH13, is annulled starting from the date on which this Law comes into force.
3. Starting from the date on which this Law comes into force, issued household registration books and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive.
In case where information in a household registration book or temporary residence register differs from information in the residence database, the latter shall be used.
When a citizen carries out a residence registration procedure that changes information in their household registration book or temporary residence register, the registration authority shall revoke the issued household registration book or temporary residence register, update information in the residence database in compliance with regulations of this Law and not issue a new household registration book or temporary residence register or reissue the old household registration book or temporary residence register to the citizen.

Accordingly, from January 1, 2023, the household registration book and temporary residence book will no longer be valid.
