What are the instructions for registering a professional account and using digital certificates on the Vietnam National E-Procurement System?
Pursuant to Article 8 of Circular 08/2022/TT-BKHDT providing for account management and use of digital certificates as follows:
- Register a professional account:
Accounts participating in the System create and decentralize authority for Business Accounts corresponding to the roles of the Organization participating in the System specified at Points a, b, c and d, Clause 9, Article 3 of this Circular; lock, unlock; reset password, authentication form, login authentication device for vy account.
- Use digital certificates on the System:
+ Organizations granted digital certificates according to the provisions of Clause 1, Article 3 of this Circular, when participating in the System, must register to use digital certificates according to the User Manual. The digital certificate used on the System is a digital certificate issued to the organization;
+ Digital certificates are used to create digital signatures and authenticate the organization;
+ Registration to use, change, and cancel digital certificate information of the Organization participating in the System is done on the System according to the User Manual:
+ Organizations participating in the System are responsible for ensuring the accuracy of digital certificates used on the System.
- Organizations and individuals that intentionally post incorrect information specified in Article 8 of the Law on Bidding shall have their accounts blocked for 12 months.

What are the instructions for sending and receiving electronic documents on the Vietnam National E-Procurement System?
Pursuant to Article 9 of Circular 08/2022/TT-BKHĐT stipulating the sending and receiving of electronic documents on the system as follows:
- Electronic documents specified in Clause 1, Article 3 of this Circular have legal validity, serve as a basis for comparing, comparing and authenticating information in service of assessment, appraisal, inspection, examination, audit and disbursement according to the provisions of Clause 5, Article 85 of Decree No. 63/2014/ND-CP.
- The time of sending and receiving electronic documents is determined based on real time recorded on the System. Successfully sent electronic documents are stored on the System.
- When the user sends an electronic document on the System, the System must give feedback to the user about the successful or unsuccessful submission.
- Organizations participating in the System that successfully register on the System are entitled to access the status of their electronic documents and other information on the Information System about the transaction history used to resolve disputes ( if any) about sending and receiving electronic documents on the System.
- Organizations and individuals performing the inspection, examination, audit and disbursement are not required to provide paper documents when this organization or individual can look up and retrieve the corresponding electronic documents on the Internet. The system, unless it is necessary to check and confirm in original documents.
What are the regulations on information technology infrastructure conditions?
Pursuant to Article 10 of Circular 08/2022/TT-BKHDT stipulating as follows: Organizations participating in the System must meet the requirements for information technology infrastructure specified in Clause 1, Article 79 and Clause 1, Article 80 of the Law on Bid and detailed instructions in the User's Guide.
What are the registration documents to participate in the Vietnam National E-Procurement System system?
Pursuant to Clauses 2 and 4, Article 7 of Circular 08/2022/TT-BKHDT stipulating that a registration dossier includes:
"Article 7. Registration of participation in the system and processing of registration documents.
…
2. Application for registration to participate in the System includes:
a) An application for participation in the System is formed on the System according to the registration process specified in Clause 1 of this Article. In case the legal representative of the Organization participating in the System authorizes to sign the application, this authorization letter must be attached on the System:
b) In case the Organization participating in the System is not listed on the National Enterprise Registration System, it must attach to the System a photocopy of the Establishment Decision or the Business Registration Certificate (for enterprises and individual business households) or other equivalent documents.
4. Termination or suspension of participation in the System:
a) In case the Organization participating in the System has a request to suspend all or some roles of the Account participating in the System, follow the User Manual,
b) In case the Organization participating in the System fails to pay the service usage fee as prescribed in Article 10 of Circular No. 06/2021/TT-BKHĐT, the System will suspend one or several roles of the Account. participate in the System until the payment responsibilities are fulfilled as prescribed;
c) In case the Organization participating in the System has dissolved, gone bankrupt or ceased to exist in accordance with the law, the System will automatically update the termination status of the Account participating in the System according to the notification from the National Information System on Business Registration;
d) In case an Account participating in the System has an account status of being terminated or suspended for the role of a contractor, the Organization participating in the System does not guarantee its eligibility as prescribed at Point d, Clause 1. Article 5 of the Bidding Law, Section 5, Chapter I, of the Forms electronic EOI request, electronic prequalification document and electronic bidding documents issued together with this Circular.”
