Circular 05/2024/TT-BLDTBXH applies to teachers teaching at primary, intermediate, and college levels in vocational education institutions, vocational education and training centers; relevant agencies, organizations, and individuals.
Circular 05/2024/TT-BLDTBXH shall not apply to teachers teaching groups of pedagogical training disciplines under the state management authority of the Ministry of Education and Training; vocational education teachers at colleges and intermediate schools under the state management authority of the Ministry of Public Security and the Ministry of National Defense; teachers teaching high school education programs at vocational education institutions, vocational education and training centers.

What are the 5 criteria for professional and vocational standards for college-level teachers?
Criterion 1 on Educational Qualifications:
Based on Article 5 of Circular 05/2024/TT-BLDTBXH, the criteria for educational qualifications are as follows:
- The education level for teachers teaching at college level is implemented according to the provisions of Clauses 3 and 4, Article 54 of the Vocational Education Law 2014.
- Professional skills certificates for teaching practical skills at college level are defined as follows:
+ Titles such as Distinguished Craftsman, Distinguished Artist, Distinguished Physician, Distinguished Educator or higher;
+ Specialist Doctorate Level I or higher; Engineer degree;
+ Bachelor’s degree or equivalent diploma or higher for specific fields and groups of fields: Arts (except for fields such as Theory, History and Criticism of Fine Arts; Theory, History and Criticism of Theater; Theory, History and Criticism of Cinema, Television; Theory, History, and Criticism of Dance); Physical Training, Sports (excluding Sports Management); Computer Science and Information Technology; Accounting; Hospitality Management; Teacher Training (subjects including English Language Education, Russian Language Education, French Language Education, Chinese Language Education, German Language Education, Japanese Language Education, Korean Language Education; Physical Education; Sports Coaching); Foreign Languages and Cultures;
+ College degree, vocational college degree; College-level vocational practice skills certificate; Professional practicing certificate or practicing license according to regulations; Certificate of professional competence for crew members as per the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW Convention);
+ National vocational skills certificate level 3; Outstanding vocational skills certificates at national vocational skills competitions; Certification of skilled worker level 5/7 or 4/6 or higher;
+ German National Qualifications Framework (DQR) vocational skills certificate level 4; Australian vocational skills certificate at college level, advanced college level (Diploma, Advanced Diploma); Malaysian National Occupational Skill Standard level 3 certificate or higher;
+ Certificate of national, regional, international awards; Certificate of coaching students who win national, regional, international awards in vocational education competitions;
+ Other diplomas, certificates, recognitions, and titles as prescribed by law.
Criterion 2 on Teaching Professional Qualifications:
Based on Article 6 of Circular 05/2024/TT-BLDTBXH, the criteria for teaching professional qualifications are as follows:
- Possess one of the following evidence of teaching professional qualifications:
+ Bachelor’s degree in a teacher training field; Degree from a teacher's college, teacher's technical college.
+ Teaching professional certificates for teaching college-level vocational education, teaching intermediate vocational education; Teaching professional certificates for teaching college level, teaching intermediate level; Vocational teaching certificate; Teaching certificate for college level; Professional training certificates for university and college lecturers.
Criterion 3 on Foreign Language Proficiency:
Based on Article 7 of Circular 05/2024/TT-BLDTBXH, the criteria for foreign language proficiency are as follows:
Possess foreign language proficiency that meets the requirements for performing duties required by the job position of vocational education teachers teaching at college level.
Criterion 4 on Information Technology Application Proficiency:
Based on Article 8 of Circular 05/2024/TT-BLDTBXH, the criteria for information technology application proficiency are as follows:
Possess proficiency in applying information technology that meets the requirements for performing duties required by the job position of vocational education teachers teaching at college level.
Criterion 5 on Continuous Learning and Upgrading:
Based on Article 9 of Circular 05/2024/TT-BLDTBXH, the criteria for continuous learning and upgrading are as follows:
- Participate in internships at enterprises or specialized agencies annually as prescribed.
- Enroll in training and professional development courses from the base level upwards each academic year to enhance professional qualifications; update knowledge, occupational skills, new technology, digital transformation, teaching methods; improve research capacity and apply related documents to the profession or specializations taught during the academic year.
When does Circular 05/2024/TT-BLDTBXH take effect?
Based on Article 24 of Circular 05/2024/TT-BLDTBXH, Circular 05/2024/TT-BLDTBXH shall take effect from June 25, 2024.
Circular 08/2017/TT-BLDTBXH; Circular 21/2020/TT-BLDTBXH will expire from the date Circular 05/2024/TT-BLDTBXH takes effect.
