- Training level: Graduated from university or higher with a training major suitable to the job position.
- Certificates: Have certificates of retraining knowledge and skills in state management for civil servants with principal specialist rank (or equivalent) or have advanced degrees in political-administrative theory.
- Experience:
+ Have a period of holding the rank of specialist and equivalent for 09 years or more (excluding the probationary period). In case there is a period equivalent to the specialist rank, the period of holding the specialist rank is at least 01 year (full 12 months).
+ Have participated in the development and appraisal of at least 01 legal document or topic, scheme, project, or scientific research program from the grassroots level or higher that the agency employing civil servants is assigned to research and develop, and has been issued or accepted by a competent authority during the period of holding the rank of specialists and equivalents.
- Personal qualities:
+ Be absolute loyalty, trust, and serious observance of the Party's guidelines and policies, state laws, and agency regulations.
+ Have a high sense of responsibility for working, with the team, and have ability to well coordinate in working.
+ Be honest, frank, and consistent but listen.
+ Be calm, principled, careful, and confidential information.
+ Have ability to unite internally.
+ Have ability to withstand pressure at work.
+ Have ability to be creative, independent, and logical thinking.
- Other requirements:
+ Have ability to advise, formulate, implement, inspect and appraise policies, plans and solutions to related practical problems within the scope of assigned functions and duties.
+ Have ability to propose guidelines, and build internal processes and solutions to solve practical problems related to the unit's duties.
+ Understand and apply advanced knowledge about macroeconomics, microeconomics, financial markets, interbank markets, central banks and central banking operations, commercial banks and commercial banking operations.
+ Understand and apply knowledge of research methods, organize, conduct research, and develop documents, topics, and schemes in professional areas.
+ Proficient in applying knowledge and techniques of formulating and issuing legal documents to the job as required by the job position.

- Formulate legal documents, strategies, plans, schemes and projects: Preside over or participate in the elaboration and implementation of legal documents, strategies, plans, schemes, projects and other documents related to the planning and exercise of monetary and banking policies.
- Guide and answer:
+ Preside over or participate in drafting professional documents as assigned.
+ Participate in organizing professional training seminars, and disseminating experiences on planning and exercising monetary and banking policies.
- Inspect, review and summarize the implementation of legal documents: Preside over or participate in organizing preliminary, summary, inspection, analysis, evaluation, and reporting on the implementation of legal documents on related to the planning and exercise of monetary and banking policies as assigned; propose measures to handle issues and entanglements during implementation process.
- Participate in appraisal of legal documents: Participate in appraisal and comment on legal documents on the planning and exercise of monetary and banking policies according to assigned duties.
- Perform professional activities: Preside over or participate in organizing the implementation of professional activities according to assigned duties.
- Coordinate in implementation: Coordinate with relevant units and agencies in planning and exercising monetary and banking policies.
- Perform general duties, and meetings: Attend meetings related to professional areas inside and outside the unit as assigned.
- Develop and implement the individual's working plan for the year, quarter, month, and week.
- Perform other duties assigned by superiors.
