What are the regulations on the regular training program in firefighting and rescue in the People’s Police in Vietnam?

Pursuant to Clause 1, Article 8 of Circular 02/2023/TT-BCA stipulating as follows:

Training program and time
1. Regular training specified at Point a, Clause 2, Article 5 of this Circular shall be conducted as follows:
a) The subjects specified at Point c, Clause 1, Article 5 of this Circular shall conduct regular training programs according to the contents specified in Clauses 1, 2, 3, 4, 5, 8 Article 6 of this Circular.
b) The subjects specified at Point dd, Clause 1, Article 5 of this Circular shall conduct regular training programs according to the contents specified in Clauses 1, 2, 4, 5, 6, 7, 8 Article 6 of this Circular. .
c) The subjects specified at Point e, Clause 1, Article 5 of this Circular shall conduct regular training programs according to the contents specified in Clauses 1, 2, 4, 6, 8, 9 Article 6 of this Circular.

Thus, the regular training program on firefighting and rescue operations in the People’s Police is conducted depending on the subjects corresponding to the following contents:

(1) Captains and deputy captains of professional teams assigned to perform firefighting and rescue tasks under the Fire Prevention and Fighting Police Department; Team captains and vice-captains of fire prevention and fighting police teams of district-level police departments shall conduct regular training programs with the following contents:

- Legislative documents, directing documents and instructions on firefighting and rescue work.

- Theory of personal techniques; tactical, technical; firefighting squad, rescue squad; firefighting plan, rescue plan; management, preservation and maintenance of vehicles and equipment for firefighting and rescue.

- Theory of commanding firefighting and rescue.

- Practice physical training.

- Practice personal techniques on firefighting and rescue.

- Practice the operation of using, preserving and maintaining vehicles and equipment for firefighting and rescue.

(2) Officers and soldiers of firefighting and rescue, conduct regular training programs with the following contents:

- Legislative documents, directing documents and instructions on firefighting and rescue work.

- Theory of personal techniques; tactical, technical; firefighting squad, rescue squad; firefighting plan, rescue plan; management, preservation and maintenance of vehicles and equipment for firefighting and rescue.

- Practice physical training.

- Practice personal techniques on firefighting and rescue.

- Practice firefighting formations, rescue squads.

- Practice firefighting and rescue techniques and tactics.

- Practice the operation of using, preserving and maintaining vehicles and equipment for firefighting and rescue.

(3) Driving fire engines, ambulances and rescue vehicles; Drivers of ships, boats and canoes for firefighting, rescue shall conduct regular training programs according to the following contents:

- Legislative documents, directing documents and instructions on firefighting and rescue work.

- Theory of personal techniques; tactical, technical; firefighting squad, rescue squad; firefighting plan, rescue plan; management, preservation and maintenance of vehicles and equipment for firefighting and rescue.

- Practice physical training.

- Practice firefighting formations, rescue squads.

- Practice the operation of using, preserving and maintaining vehicles and equipment for firefighting and rescue.

- Additional steering wheel for drivers of fire engines, ambulances and rescue vehicles; repair of fire-fighting and rescue vehicles.

Where is the training location and staff doing rescue training in the People’s Police in Vietnam?

Pursuant to the provisions of Clause 1, Article 7 of Circular 02/2023/TT-BCA stipulating as follows:

Training location and training staff
1. Training location
a) Regular training is carried out at the location and headquarters of the fire prevention and fighting police unit and the rescue.
b) Periodic training shall be conducted centrally at the training center or at the location and headquarters of the Police Department of Fire Prevention, Fighting and Rescue of the Provincial Police.
c) Advanced training is conducted at the training centers of units under the Ministry of Public Security.

Thus, the training site is regularly conducted at the location and headquarters of the Fire Prevention and Fighting Police unit.

Periodic training is conducted at the training center or at the location and headquarters of the Police Department of Fire Prevention, Fighting and Rescue of the Provincial Police.

Advanced training locations are conducted centrally at the training centers of units under the Ministry of Public Security.

What are the criteria for a firefighting and rescue training officer?

Pursuant to the provisions of Clause 2, Article 7 of Circular 02/2023/TT-BCA stipulating the standards for professional firefighting and rescue training officers, the criteria are as follows:

Persons with intermediate degrees in fire prevention and fighting and rescue or higher and having one of the following criteria:

- Having at least 03 years of experience in researching, advising and guiding on firefighting and rescue operations or leading departmental level and equivalent or higher under the Police Department of Fire Prevention and Fighting and Rescue.

- Being a lecturer or leader of the firefighting, rescue department of the University of Fire Prevention and Fighting.

- Having at least 03 years of experience in performing firefighting, rescue tasks or commanding a team and equivalent or higher level of the provincial-level police department.

Circular 02/2023/TT-BCA takes effect from March 03, 2023.
