The Vietnamese Government's Action Program to Implement Resolution 43-NQ/TW on Promoting Tradition and National Unity:

On June 19, 2024, the Vietnamese Government issued Resolution 94/NQ-CP in 2024 on the Action Program to implement Resolution 43-NQ/TW in 2023 to continue promoting tradition, the strength of national unity, and building a more prosperous and happy country (hereinafter referred to as the Action Program).

The five objectives of the Action Program are as follows:

1. Thoroughly and effectively implement the viewpoints, objectives, key tasks, and solutions outlined in Resolution 43-NQ/TW in 2023.

2. Unify the direction of various levels and sectors to focus on thoroughly and deploying implementation; creating a clear transformation in the awareness and actions of all sectors and the entire society regarding the promotion of tradition and the strength of national unity, a decisive factor for the success of the construction and protection of the Fatherland.

3. Identify key, specific contents and tasks for the Vietnamese Government and its ministries, central authorities, local authorities to focus on directing and organizing implementation according to the objectives of Resolution 43-NQ/TW in 2023.

4. Express the creation and companionship role of the Government with various social strata to strengthen the national unity bloc, contributing to building an increasingly prosperous and happy country.

5. During implementation, ministries, central authorities, and local authorities promptly concretize into programs, deployment plans, combining the assigned political tasks with the tasks and solutions of Resolution 43-NQ/TW in 2023.

What Are the Eight Tasks and Solutions in Resolution 94/NQ-CP in 2024?

Based on Section II Resolution 94/NQ-CP in 2024, to successfully implement the objectives of Resolution 43, the Vietnamese Government requests Ministers, Heads of Office-equivalent Agencies, Agencies under the Government, Chairpersons of People's Committees of provinces and cities under central authority to focus on organizing the implementation of eight tasks and solutions as follows:

1. Organize the dissemination, study, and thorough understanding of Resolution 43-NQ/TW in 2023.

2. Raise awareness and responsibility of state administrative agencies, local governments, and the People regarding the position and importance of promoting tradition and the strength of national unity.

3. Improve policies and guidelines on national unity, arouse the will and aspiration to develop the country.

4. Build and rectify the Communist Party to be clean and strong; strengthen solidarity within the Communist Party, maintaining the leadership role of the Party in promoting tradition and national unity.

5. Enhance the role and effectiveness of the State in promoting tradition and national unity.

6. Promote socialist democracy, the potential, and creativity of the People.

7. Participate in renewing the content and methods of the Vietnam Fatherland Front and socio-political organizations; boost mass mobilization work, mobilize all resources for national development.

8. Organize meaningful and effective patriotic emulation movements.

How Does the Ministry of Home Affairs Implement the Action Program?

Based on Section III Resolution 94/NQ-CP in 2024, the Ministry of Home Affairs implements the Action Program as follows:

1. Monitor and urge the implementation; periodically report and recommend to the Vietnamese Government, the Prime Minister necessary measures to ensure comprehensive and effective implementation of this Action Program.

2. Advise the Government to continue perfecting institutions and policies in the field of Home Affairs, focusing on reform and improving the quality and effectiveness of organizational machinery and payroll; public service and officials; building local governments, enhancing the quality and effectiveness of commune-level government activities; promote public service reforms, essentially perfecting the public service policy model based on job positions; implement the wage policy reform according to Resolution 27; delegate, decentralize power between the Government, the Prime Minister with ministries and central authorities and local governments; implement the comprehensive state administrative reform program.

3. Preside and cooperate with the Ministry of Justice and ministries and central authorities to assist the Government in continuously renewing the organization and activities of the Government and local governments; build a state administrative system that serves the people, professional, rule-of-law, modern, effective, and efficient; check and urge the implementation of the Law on grassroot-level democracy, with the motto “People know, people discuss, people do, people inspect, people supervise, people enjoy.” Timely study and propose additional regulations on the responsibilities of officials and public employees, laborers in implementing grassroots democracy.

4. Focus on researching and proposing the completion of institutions, mechanisms, and policies on emulation and commendation, creating a unified and synchronous legal basis to vigorously promote movements, patriotic competitions, improving the material and spiritual life for the People; promptly perform the work of honoring and rewarding exemplary organizations and individuals; proactively discover, foster, and widely replicate good models and practices.

5. Coordinate with the Vietnam Fatherland Front, socio-political organizations, and member organizations to strongly innovate the content and operations of the Vietnam Fatherland Front, socio-political organizations to truly represent the will, aspirations, legitimate rights and interests of the People.

Appoint representative members to join inspection and supervision delegations for the implementation of the Government's Action Program.

6. Effectively manage religion and belief; enhance mobilization, solidarity, gathering religious organizations, dignitaries, priests, and followers to live a “good life, beautiful faith,” attaching, accompanying the nation; actively participate in movements and patriotic emulation campaigns launched by central and local levels.
