2. Competence of relevant agencies in granting, extending and re-granting Honorary Consular Identity Cards
a) The State Protocol Department, Ministry of Foreign Affairs receives and processes applications for grant, extension and re-issuance of Honorary Consular Identity Cards for Honorary Consuls in Hanoi and other provinces and cities from Hue city. back to the North.
b) The Department of Foreign Affairs of Ho Chi Minh City under the Ministry of Foreign Affairs (hereinafter referred to as the Department of Foreign Affairs of Ho Chi Minh City) shall receive and process applications for grant, extension and re-issuance of Honorary Consular Identity Cards. for the Honorary Consul in Ho Chi Minh City, Da Nang City and the provinces and cities from Da Nang City and Quang Nam Province to the South.”
Thus, the authority to grant, extend and re-issue Honorary Consular Identity Cards is carried out in accordance with the above provisions.
When will the Honorary Consular Identity Card expire?
According to Clause 1, Article 13 of Decree 26/2022/ND-CP stipulates as follows:
“Article 13. Honorary Consular Identity Card”
1. Term of Honorary Consular Identity Card
The first Honorary Consular identity card is valid for a maximum of 3 years and 30 days before the passport expires.
The extension of the Honorary Consular identity card is valid for a maximum of 01 year.”

3. Procedures for granting Honorary Consular Identity Card
a) After receiving the Consular Acceptance Certificate issued by the Ministry of Foreign Affairs, the Honorary Consul will directly contact the State Protocol Department, the Ministry of Foreign Affairs or the Ho Chi Minh City Department of Foreign Affairs to carry out procedures for granting the Certificate of Consular Affairs. Honorary Consular identity card.
Dossier for issuance of Honorary Consular Identity Card includes:
- An application form for the issue of an Honorary Consular Identity Card with a photo attached, made according to the form in the Appendix to this Decree;
- 01 original note from the Embassy or Ministry of Foreign Affairs of the sending State (in case the sending State does not have an embassy in Vietnam) to the Department of State Protocol or the Department of Foreign Affairs of Ho Chi Minh City, requesting the issuance Honorary Consular Identity Card;
- 01 copy of Honorary Consular Acceptance Certificate issued by the Ministry of Foreign Affairs of Vietnam;
- Copy of passport and original for comparison; or citizen identification card, people's identity card (if the Honorary Consul is a Vietnamese citizen);
- 02 portrait photos 3cmx4cm;
- The original ID card needs to be re-issued or renewed, in case of re-issuance due to damage or renewal.
b) Time limit for processing the grant of Honorary Consular Identity Card: 10 working days from the date of receipt of complete dossier as prescribed.”

4. Renewal of Honorary Consular Identity Card
a) Honorary Consular identity card will be renewed 60 days before its expiration and has a maximum term of 01 year from the old time limit or 30 days before the passport expires.
b) The order and procedures for the extension shall comply with the provisions of Point a, Clause 3 of this Article.
c) Time limit for processing the extension of Honorary Consular identity card: 10 working days from the date of receipt of complete dossier as prescribed.
5. Re-issuance of Honorary Consular Identity Card
a) Honorary Consular identity card is re-issued when it is lost or damaged and cannot be used.
b) The order and procedures for re-issuance of the Honorary Consular Identity Card shall comply with the provisions of Point a, Clause 3 of this Article.
The application for re-issuance is specified at Point a, Clause 3 of this Article. Particularly for the case of re-issuance of the Honorary Consular Identity Card due to its loss, the involved party must submit a written report of the loss of the Honorary Consular Identity Card.
c) Time limit for re-issuance of honorary consular identity card: 10 days for re-issuance of damaged identity card and 30 days for re-issuance of lost identity card, from the date of receipt of complete dossiers according to regulations. determined.”
