Citizenship Identification Cards Issued Before Which Year Must Be Converted to Citizen Identification Cards with Chips in 2023?
Based on Article 2 of Decree 05/1999/ND-CP as amended by Clause 1 of Article 1 of Decree 170/2007/ND-CP, the following is stipulated:
Article 2
The citizenship identification card has a rectangular shape measuring 85.6 mm in length and 53.98 mm in width. Both sides of the card feature faint blue and white patterns. The card's period of validity is 15 years from the date of issue.
Front: On the left, from top to bottom: the national emblem of the Socialist Republic of Vietnam, diameter 14 mm, the photo of the cardholder sized 20 x 30 mm, and the expiration date (day, month, year). On the right, from top to bottom: Socialist Republic of Vietnam; the text "Citizenship Identification" (in red); the unique ID number; the full birth name; other names; date of birth; gender; ethnicity; place of origin; place of permanent residence.
Back: At the top is a two-dimensional barcode. On the left are two boxes: the top box for the left index fingerprint; the bottom box for the right index fingerprint. On the right, from top to bottom: physical characteristics; father’s full name; mother’s full name; date of issuance of the citizenship identification card; title of issuing officer; signature and stamp.
As per the above regulation, the citizenship identification card is valid for 15 years from the date of issue. Therefore, citizens who were issued a citizenship identification card before 2009 are required to convert to citizen identification cards with chips in 2023.

In Which Cases Is It Mandatory to Convert to Citizen Identification Cards with Chips in 2023?
Based on Article 21 of Law on Citizenship Identification 2014, the following is stipulated:
Age for Renewal of Citizen Identification Card
1. The citizen identification card must be renewed when the citizen reaches 25 years old, 40 years old, and 60 years old.
2. In cases where the citizen identification card is issued, renewed, or reissued within a period of 2 years before the ages specified in Clause 1 of this Article, it remains valid until the next age milestone for card renewal.
According to this regulation, citizens who reach the ages of 25, 40, and 60 must renew their citizen identification card. Currently, the country is implementing a plan to convert from citizen identification cards to citizen identification cards with chips. Therefore, citizens reaching the ages of 25, 40, and 60 in 2023 will be required to convert to citizen identification cards with chips.
Thus, citizens born in 1998, 1983, and 1963 are required to convert to citizen identification cards with chips in 2023.
However, Clause 2 of Article 21 of Law on Citizenship Identification 2014 stipulates:
Age for Renewal of Citizen Identification Card
...
2. In cases where the citizen identification card is issued, renewed, or reissued within a period of 2 years before the ages specified in Clause 1 of this Article, it remains valid until the next age milestone for card renewal.
Thus, citizens who were issued a citizen identification card from 2021 can continue to use it until the next age milestone for card renewal.
Therefore, citizens born in 1998, 1983, and 1963 who were issued a citizen identification card from 2021 are not required to convert to citizen identification cards with chips in 2023. Conversely, those born in 1998, 1983, and 1963 who were issued a citizen identification card before 2021 must convert to citizen identification cards with chips in 2023.
Additionally, Article 23 of Law on Citizenship Identification 2014 stipulates mandatory cases for the renewal of citizen identification cards as follows:
- Cases stipulated in Clause 1 of Article 21 of the Law on Citizenship Identification 2014;- The card is damaged and unusable;- Change in information regarding surname, middle name, first name; physical characteristics;- Reidentification of gender, place of origin;- Errors in information on the citizen identification card;
What Are the Valid Applications of the Citizen Identification Card?
Article 20 of Law on Citizenship Identification 2014 defines the valid applications of the citizen identification card as follows:
- The citizen identification card serves as personal identification for Vietnamese citizens, proving the identity of the cardholder in transactions within the territory of Vietnam.- The citizen identification card may replace the passport usage in case Vietnam and the other country have signed international treaties or agreements that allow citizens to use the citizen identification card instead of a passport within each other's territory.- Authorized agencies, organizations, and individuals may request citizens to present their citizen identification cards to verify identity and information as stipulated in Article 18 of this Law; they may use the identification number on the citizen identification card to check the cardholder's information in the national or relevant specialized database as per legal regulations.- When citizens present their citizen identification cards as required by authorized agencies, organizations, or individuals, those entities must not require additional documents to verify the information stipulated in Clauses 1 and 3 of this Article.- The State protects the legal rights and interests of individuals issued with citizen identification cards according to legal provisions.
What Are the Penalties for Not Renewing the Citizen Identification Card?
Based on Clause 1 of Article 10 of Decree 144/2021/ND-CP, the following is stipulated:
Violations Regarding the Issuance, Management, and Usage of Citizenship Identification, Identification Cards, or Citizen Identification Cards
1. A warning or a fine ranging from VND 300,000 to VND 500,000 shall be imposed for any of the following acts:
a) Failing to present the Citizenship Identification, Identification Card, citizen identification card, or Certificate of Citizenship Identification Number when required by an authorized person for inspection;
b) Failing to comply with legal requirements regarding the issuance, renewal, or reissuance of the citizen identification card;
c) Failing to return the Citizenship Identification, Identification Card, or Citizen Identification Card to the competent authority when renouncing, being stripped of nationality, having the naturalization decision annulled, or when required by the detaining or imprisoning authority, or by the authority executing a decision to transfer into a reeducation center, compulsory education facility, or compulsory detoxification facility.
According to the above regulation, if citizens fall into any of the mandatory categories for renewing their citizen identification card as stipulated by law and fail to do so, they shall be fined between VND 300,000 and VND 500,000.
