Official Increase in Income for Officials, Public Employees, and Armed Forces Starting July 1, 2024?
Recently, the President of the National Assembly signed and issued Resolution 104/2023/QH15 regarding the 2024 State Budget Estimates.
In Resolution 104/2023/QH15, it is stated that a comprehensive reform of the salary policy will be implemented according to Resolution 27-NQ/TW of 2018.
Following the spirit of Resolution 27-NQ/TW of 2018, reforms in the structure of salaries for officials, public employees, and armed forces upon salary reform are proposed as follows:
Reform Content
3.1. For officials, public employees, and armed forces (public sector)
a) Design a new salary structure including: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Add bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
The new salary table for officials and public employees and armed forces will be designed with the following structure:
- Basic salary (accounting for about 70% of the total salary fund):
Abolish the statutory pay rate and current salary coefficients, and build a specific basic salary figure in the new salary table.
Develop and issue a system of 05 new salary tables for officials and public employees by job positions, titles, and leadership positions to replace the current salary table system; transition old salaries to new salaries, ensuring they are not lower than the current salaries enjoyed, including:
+ 01 leadership salary table for officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to commune levels.
+ 01 professional and functional salary table by official grades and public employee titles, applicable to officials and public employees not holding leadership titles.
+ 01 salary table for military officers, professional non-commissioned officers in police (by positions, titles, and ranks or grade).
+ 01 salary table for professional soldiers, technical professionals in police.
+ 01 salary table for defense workers, police workers (maintaining the wage correlation of armed forces compared to administrative officials as present).
- Allowances (accounting for about 30% of the total salary fund):
The restructuring of current allowance policies during salary reform for officials, public employees, and armed forces will be undertaken with the following spirit:
+ Continue applying concurrent post allowances; seniority allowances beyond the framework; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances; specific allowances for armed forces (military, police, cypher).
+ Combine preferential allowances by profession, responsibility allowances by profession, and hazardous, dangerous allowances (collectively referred to as professional allowances) applicable to officials and public employees in professions and jobs with higher than normal working conditions and appropriate state preferential policies (education and training, healthcare, courts, prosecution, civil judgement enforcement, inspection, audit, customs, forestry inspection, market management, etc.). Combine special allowances, attraction allowances, and long-term service allowances in areas with special socio-economic difficulties into allowances for working in particularly difficult areas.
+ Abolish seniority allowances by profession (except for the military, police, and cypher to ensure wage correlation with officials); leadership allowances (since leadership positions in the political system follow leadership salary placement); party work allowances, mass political-social organization allowances; public service allowances (as they are included in the basic salary); hazardous, dangerous allowances (as hazardous, dangerous working conditions are included in professional allowances).
+ Set new policies for allowances based on the classification of administrative units at commune, district, and provincial levels.
+ Consistently implement monthly allowance funds for non-specialized workers at commune levels, hamlets, and neighborhoods on the regular expenditure ratio of the commune People's Committee; at the same time, regulate the maximum number of non-specialized workers by each type of commune, hamlet, and neighborhood. Based on this, the commune People's Committee submits to the same level People's Council to stipulate specific titles entitled to allowances in the direction that one title can undertake multiple tasks but must ensure the quality and efficiency of the assigned work.
- Additional bonuses (the bonus fund being about 10% of the total annual salary fund, excluding allowances).
Thus, in addition to income from salaries and current allowances, after salary reform from July 1, 2024, officials and public employees may also receive additional income from bonuses (the bonus fund being about 10% of the total annual salary fund, excluding allowances).

Who Are Officials and Public Employees?
- According to Clause 1, Article 4 of Law on Officials 2008, officials are Vietnamese citizens, elected, approved, appointed to hold positions according to terms in agencies of the Vietnamese Communist Party, the State, political-social organizations at the central level, provincial level, and district level, and receive salaries from the state budget.
- According to Clause 2, Article 4 of Law on Officials 2008 amended by Clause 1, Article 1 of Law on Officials and Public Employees Amendment 2019, officials are Vietnamese citizens, recruited, appointed to grades, positions, or corresponding titles in agencies of the Vietnamese Communist Party, the State, political-social organizations at the central, provincial, district levels; in agencies, units under the People's Army not being officers, professional soldiers, defense workers; in agencies, units under the People's Police not being officers, non-commissioned officers serving under professional policies, police workers, all within the establishment and receiving salaries from the state budget.
- According to Article 2 of Law on Public Employees 2010, public employees are Vietnamese citizens recruited by job position, working at public service providers under working contract policies, receiving salaries from the salary fund of public service providers as prescribed by law.
Who Are the Armed Forces?
According to Article 23 of National Defense Law 2018, the composition and tasks of the people's armed forces are regulated as follows:

1. The people's armed forces include the People's Army, the People's Police, and the Militia and Self-Defense Forces.
2. The people's armed forces are absolutely loyal to the Fatherland, People, Communist Party, and State; tasked with readiness to fight, fighting, serving combat, protecting the independence, sovereignty, unity, territorial integrity of the Fatherland, national security, social order and safety; protecting the People, Communist Party, State, socialist regime policies, revolutionary achievements; alongside the entire people building the country and fulfilling international obligations.
Thus, according to the above regulations, the Vietnamese people's armed forces include three components: the People's Army, the People's Police, and the Militia and Self-Defense Forces.
