Pursuant to the 2023 legal document development program of the Ministry of Home Affairs adopted in Decision 32/QD-BNV in 2023. Accordingly, the Ministry of Home Affairs will develop a series of new legal documents regulating cadres and civil servants as follows:

- Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation 2022

- Circular detailing a number of articles of the Decree detailing the implementation of a number of articles of the Law on Emulation and Commendation 2022

- Decree providing policies on attracting and recruiting talented people to state administrative agencies and public non-business units

- Decree on encouraging and protecting dynamic, creative, enterprising, enterprising and breakthrough cadres for common benefits

- Circular guiding the Decree on accreditation of input quality for civil servants

- Circular replacing Circular 03/2019/TT-BNV amending and supplementing a number of regulations on recruitment of civil servants and public employees, the rank promotion of civil servants, professional titles of public employees and implementation of the contract regime for some types of work in state administrative agencies and public non-business units

- Decree amending and supplementing a number of articles of Decree 62/2020/ND-CP on job positions and payroll of civil servants

- Decree amending and supplementing a number of articles of Decree 106/2020/ND-CP on job positions and the number of people working in public non-business units

- Decree on commune-level cadres, civil servants and non-specialized activists at commune, village and street level (Replacing Decree 34/2019/ND-CP)

- Circular of the Minister of Home Affairs guiding a number of articles of the Decree regulating commune-level cadres, civil servants and non-specialized activists at communes, villages and streets - Decree promulgating the Code of Public Service Ethics...

Will the Government of Vietnam amend the regulations on cadres, civil servants and public employees to prevent bribing for office?

Recently, Minister of Home Affairs - Ms. Pham Thi Thanh Tra has just responded to the petitions of voters of many provinces and cities after the 4th session of the XVth National Assembly on many contents related to cadre work.

In particular, the Ministry of Home Affairs said that in recent years, the Ministry has advised the Government and the Prime Minister to issue a number of legal documents to enhance and improve the quality and efficiency of public execution, tasks, and ethics of cadres and civil servants, and public employees.

Currently, the Ministry of Home Affairs is developing a Government decree on the code of public service ethics and the implementation of a number of tasks and applying solutions related to the improvement of the ethics, spirit, bravery and capacity of cadres, civil servants and public employees; strengthening of civil service inspections to correct and propose strict and timely handling of violations committed by civil servants and public employees, including when they have transferred or quit their jobs or retired.

At the same time, implementing the Government's action program in Resolution 30/NQ-CP in 2022, in the coming time, the Ministry of Home Affairs will actively coordinate with relevant agencies in researching and developing assigned legal documents and schemes to submit to the Government for promulgation a decree amending and supplementing a number of Government regulations on cadres, civil servants and public employees in order to contribute to tightening administrative discipline and anti-bribing for office.

What are the 6 solutions proposed in Resolution 30/NQ-CP in Vietnam?

Pursuant to Section II of the Program promulgated together with Resolution 30/NQ-CP in 2022, the Government has determined that ministries, ministerial-level agencies, Government-attached agencies, People's Committees of provinces and centrally-run cities focus on implementing the following tasks and solutions to complete the mechanism and policies on cadre work:

- Organize research, thoroughly observing and directing the implementation of Conclusion 21-KL/TW in 2021 and Plan 03-KH/TW in 2011 of the Politburo

- Continue to innovate and improve the quality of political, ideological, self-critical, and critical activities

- Focus on building a contingent of cadres at all levels, especially at the strategic level and the leader associated with innovation; organize the apparatus of the political system in a streamlined, effective and effective manner

- Focus on perfecting the policy mechanism. In particular, continue to improve the law on the use and management of cadres, civil servants and public employees according to the owner's instructions, publicity, transparency, ensuring synchronization and communication with the Party's regulations on cadre work.

- Strengthen the inspection and fight against corruption and negativity; strictly handle violating cadres, civil servants and public employees.

- Promote the roles and responsibilities of agencies elected people, the Vietnam Fatherland Front, and socio-political organizations, and truly rely on the People to build and correct the clean and strong Party and political system
