How are the university's admission criteria and admissions organization regulated in Vietnam?

Pursuant to Article 34 of the Vietnam Law on Higher Education 2012 (amended by Point a, Clause 19, Article 1 of the Amended Vietnam Law on Higher Education 2018) stipulating the enrollment criteria and enrollment organization of the university as follows:

Article 34. Enrolment targets and enrolment organization
1. Enrolment target:
a) The enrolment target shall be determined on the basis of market demand, its necessity for socio-economic development, quantity and quality of available lecturers, facilities; ratio of students that are employed after graduation, and other quality assurance conditions;
b) Each higher education institution shall determine its own enrolment target; publish its enrolment target, training quality and quality assurance conditions, ratio of students employed after graduation; assurance of graduates’ quality as declared;
c) A higher education institution that violates any of the regulations on enrolment targets and conditions shall face penalties and be suspended from determining their own enrolments targets for 05 years from the day on which a conclusion is issued by a competent authority.
2. Enrolment organization:
a) The methods of enrolment include: entrance exams, profile evaluation or combination methods;
b) higher education institutions shall autonomously make decisions on the enrolment methods and bear responsibilities for the enrolment.
3. The Minister of Education and Training shall promulgate enrolment regulations and sources of enrolment at undergraduate level from high school, college and associate college graduates; rules and procedures for determination of enrolment targets; enrolment targets of teacher training-related disciplines and enrolment targets of the higher education institutions mentioned in Point c Clause 1 of this Article; input quality thresholds of teacher training-related and health-related disciplines in which graduates are granted practising certificates.

Accordingly, the Enrollment Quota is prescribed as follows:

- The enrolment target shall be determined on the basis of market demand, its necessity for socio-economic development, quantity and quality of available lecturers, facilities; ratio of students that are employed after graduation, and other quality assurance conditions;

- Each higher education institution shall determine its own enrolment target; publish its enrolment target, training quality and quality assurance conditions, ratio of students employed after graduation; assurance of graduates’ quality as declared;

What does the university's curriculum in Vietnam include?

Pursuant to Article 36 of the Vietnam Law on Higher Education 2012 (amended by Clause 21, Article 1 of the Amended Vietnam Law on Higher Education 2018 and Clause 1, Article 2 of the Amended Vietnam Law on Higher Education 2018) ) stipulates that the training program of the university includes the following contents:

- A training program includes the targets, knowledge, structure, contents and assessment methods for each subject, academic discipline, training level and output standards according to the national training level framework;

- Training programs shall be credit-based, include research-oriented programs, application-oriented program and profession-oriented programs; ensure connection between the training levels and disciplines; satisfy training program standards;

- A foreign training program may be run if it is permitted by a the competent authority of the host country and it has an unexpired license or educational quality certification issued by a Vietnam Lawful training quality assessment organization and complies with intellectual property Vietnam Laws;

- Higher education institutions are autonomous and responsible for the development, appraisal and introduction of the training programs at college, university, master’s and doctorate levels;

- Foreign-capitalized higher education institutions are autonomous and responsible for the development and implementation of the training programs evaluated by a Vietnam’s education quality assessment organization that do not harm the National defense and security, social interests, that do not distort history or negatively impact the culture, ethics, good customs, good traditions and solidarity of Vietnam’s communities as well as the world peace and security, that do not contain religious propagation;

- The contents of training programs in the form of continuing education are similar to that of the training programs in the form of formal education.

How are the duties and powers of the university regulated in Vietnam?

Pursuant to Article 28 of the Vietnam Law on Higher Education 2012, the tasks and powers of universities are as follows:

- Formulating the university development plans and strategies;

- Deploying the science, technology and training activities, international cooperation, assuring the education quality;

- Developing the training programs towards the determined target; assuring the connection among the training programs and levels.

- Organizing the mechanism, recruitment, management and improvement of the teaching staff, the management staff and other employees.

- Managing the students; assuring the Vietnam Lawful rights and interests of the lecturers, management staff, other employees and students; allocating budget for the implementation of social policies on subjects of social policies, subjects in ethnic areas, areas with poor socio-economic conditions and the subjects learning special profession satisfying the workforce demand for socio-economic development; assuring the pedagogic environment.

- Actively assessing the training quality and subject to the education quality inspections.

- Using land and facilities allocated or leased out by the State; enjoying tax exemption and reduction as prescribed by Vietnam Law.

- Mobilizing, managing and using the resources; building and enhancing the facilities, investing in equipment.

- Cooperating with domestic and foreign economic, educational, cultural, sports, medical, scientific research organizations

-. Implement the regulations on information and reports, subject to the inspections from the Ministry of Education and Training, relevant Ministries, sectors and provincial People’s Committees where the higher education institutions are situated or organize training activities as prescribed.

- Other duties and authority as prescribed by Vietnam Law provisions.
