Government directive on tasks after the Lunar New Year holiday in Vietnam in 2023?
Recently, on January 27, 2023, Prime Minister Pham Minh Chinh signed Directive 03/CT-TTg of Vietnam to urge ministries, branches and localities to perform key tasks after the 2023 Lunar New Year holiday.
According to that, the Government of Vietnam mentioned: In order to well prepare the conditions to serve the people to welcome the Lunar New Year 2023, all levels, branches, localities, agencies and functional forces have strictly implemented Directive No. 19-CT/TW dated November 18, 2022 of the Secretariat and Directive No. 22/CT-TTg of December 23, 2022 of the Prime Minister;
Goods on Tet holiday are plentiful, quality is guaranteed, prices are stable, and the supply of essential goods is ensured; agricultural production is good season, good price; Tourism has made a lot of progress.
Well performing the work of taking care of people's health, food safety and controlling, preventing and fighting epidemics. Traffic is basically smooth, strictly handling violations of traffic order and safety.
Political security and national sovereignty are maintained; social order and safety are guaranteed, no hot spots on security and order will occur.
External activities are implemented proactively, actively and thoughtfully, creating a good impression on international friends. Strictly comply with regulations on thrift practice, anti-waste and anti-corruption and negative.
Information and propaganda work is promoted; Cultural activities, festivals take place vibrantly, boldly traditional.
In general, our people welcome the Lunar New Year in 2023 in an atmosphere of joy, warmth, reunion, health, safety and thrift; Everyone and every home has Tet.

Are civil servants not allowed to attend festivals when they are not assigned after Tet holiday?
Pursuant to Directive 03/CT-TTg of Vietnam, it sets out a number of key tasks and tasks for ministries, ministerial-level agencies and administrative agencies.
In particular, a number of key tasks for cadres, civil servants and employees in state administrative agencies, related agencies and organizations are set out, as follows:
- Strictly implement administrative and labor discipline.
- Urgently focus on solving and handling work from the first working day, especially:
+ Backlog of work, behind schedule due to Tet holiday,
+ Jobs and procedures directly related to production, business and investment of enterprises and people.
- Do not organize spring trips, festivals, and New Year greetings, affecting work time and efficiency.
- Absolutely do not go to festivals during office hours;
- Do not use public vehicles to go to festivals, except in the case of performing tasks.
- Leaders of ministries, agencies and localities shall not attend the festival unless assigned by competent authorities.
Tasks of Ministers, Heads of Agencies at all levels, Heads of State corporations and corporations after the Lunar New Year holiday in 2023?
In Directive 03/CT-TTg of Vietnam in 2023, the tasks of ministers, heads of ministerial-level agencies, government-attached agencies, chairpersons of People's Committees of provinces and centrally run cities, and heads of central-affiliated cities and provinces are noted. State corporations and corporations are as follows:
- Expeditiously develop, promulgate and organize the serious and effective implementation of the Program, Action Plan, and specific documents to implement Resolution No. 01/NQ-CP.
To uphold the sense of responsibility, determination, to seriously and effectively implement the tasks and solutions assigned in Resolution No. 01/NQ-CP; Thoroughly grasp the theme of "Unity and discipline, flexible bravery, innovation, timeliness and efficiency",
Concretize the action topics of their respective branches, levels, agencies and units; closely monitor the actual situation, strengthen inspection, urge and promptly handle arising problems; continue to innovate thinking, management and administration methods with specific and practical actions.
- Continue to effectively implement tasks and solutions according to the program of socio-economic recovery and development; 3 National Target Program.
Focus on solving difficulties and obstacles for production and business activities in various fields; speeding up the implementation of large, important and pervasive projects and projects, making positive contributions to the development of the industry, field and the country.
- Expeditiously allocating details of the entire state budget investment plan in 2023 in accordance with the principles and criteria prescribed; do well the investment preparation, project implementation, check and review each project, arrange the capital plan in 2023, the project must satisfy the conditions for allocating capital as prescribed;
Improve the readiness, feasibility and ability to implement the project; drastic and effective implementation of solutions to speed up the implementation progress and disbursement of the public investment capital plan, the program of socio-economic recovery and development, and 03 national target programs from the first days, the first months of 2023; uphold the responsibility of the leader, ensuring the set goals.
- Focus on solving difficulties and obstacles in the implementation of key projects in the transport sector, speeding up important, national key, inter-regional transport infrastructure works, large urban infrastructure, urban railway projects, cultural and social infrastructure.
Strengthening the mobilization of social resources for investment in the development of strategic infrastructure systems, especially in the form of public-private partnership, etc.
The localities assigned to be in charge of expressway projects urgently coordinate with relevant ministries and branches to completely solve problems and complete construction investment procedures to start the projects, ensuring the plan under the direction of the Government and the Prime Minister.
- Focusing on promoting digital transformation, especially implementing the project on developing the application of data on population, identification and electronic authentication for national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06), ensuring the correct roadmap and schedule; promote reform of administrative procedures, especially cutting regulations related to business activities, decentralization in handling administrative procedures, simplifying administrative procedures within the state administrative system and innovate the settlement of administrative procedures according to the OSS mechanism, digitize, promote the settlement of administrative procedures in the electronic environment.
- Based on the assigned functions and competence, promptly reward or propose competent authorities to have an appropriate form of reward to motivate and recognize organizations, individuals and functional forces with outstanding achievements, and spirit of serving the People during the Lunar New Year, especially for noble, pervasive, and positive actions, examples, and acts of kindness and influence in the community and society.
