Pursuant to Section 5 of Guidance 08-HD/BTCTW in 2022, the following provisions are made:
“5- Regarding the appointment process and procedures; duties and powers of the comrades-secretaries of the Provincial Party Committee, the Party Committee of the Central Government (hereinafter referred to as the Provincial Party Committee) and other comrades with an appropriate structure appointed by the Politburo and the Secretariat to participate in the meeting. - Regarding the process and procedures: Regulation No. 59-QD/TW, stating “The appointment to join the Party Committee of the military zone is reflected in the decision approving the election results; decision on mobilization, assignment of work or decision on separate appointment”, shall be done as follows:
+ When the provincial Party Committees report the election results and request approval for the new party committees and secretaries, the Central Organization Committee advises and carries out procedures for the Politburo to approve the title of secretary, and at the same time appoint that comrade to join the party committee of the military zone in the same decision.
+ In case there is a change of secretary of the Provincial Party Committee between the two congresses, the Central Organization Committee shall advise and carry out procedures for the Politburo to designate the position of Secretary of the Provincial Party Committee, and at the same time appoint that comrade to participate in the meeting. Military zone party committee in the same decision.

+ At the congress or conference of party members of the district military party, the comrade-in-arms member who is the secretary of the district party committee and the chairperson of the district people's committee joins the district military party committee and is entitled to exercise the rights of party members to participate in all decisions of the congress or conference of party members: discuss, vote, nominate, elect the party committee, inspection committee, and elect delegates to the superior congress.
+ When calculating election or voting results, the number of members of the local party committee appointed to join the military party committee of the same level shall be included. If these comrades are absent during the congress or conference, the total will not be included in the calculation of election results or voting.
+ When participating in activities of the military committee: Participate in all decisions of the party committee, discuss, vote, nominate, and elect the leadership positions elected by the party committee in accordance with the Party's Charter and regulations of the Centre Party Committee.
- Party committees (cells) of communes, agencies, enterprises, and non-business units directly lead the performance of local military and defense tasks. Comrade Secretary of the Party Committee directly works as a political member of the commune military command, self-defense units of agencies, enterprises, and non-business units. Where a commune military cell is established, the comrade-in-arms structure of the commune's military command shall be elected to be the deputy secretary."
Accordingly, local comrades-in-arms who join the military party committees at the same level will perform the tasks and powers according to the above guidelines.
