The Prime Minister of Vietnam issued Official Dispatch No. 452/TTg-KSTT in 2023 on removing "bottlenecks" in the implementation of Project 06.

- Ministers and heads of ministerial-level agencies shall focus on directing the completion of the reduction and simplification of administrative procedures and papers related to population management at the request of the Government in 19 thematic resolutions. Expeditiously complete the amendment and supplementation of administrative procedures falling under the deciding competence of the Government, the Prime Minister, ministries and ministerial-level agencies [1]. Ministers and Presidents of People's Committees of provinces and centrally run cities shall promptly announce and direct the updating and publicizing of these administrative procedures on the National Database of Administrative Procedures, at the same time, complete the restructuring and business process of administrative procedures under their jurisdiction and propose competent authorities to amend and simplify administrative procedures and related papers. Deadline for completion is before September 2023.

Thus, according to the foregoing, before September 2023, ministers and heads of ministerial-level agencies are responsible for directing the completion of the reduction and simplification of administrative procedures and papers related to population management.

How is the implementation of removing content bottlenecks for online public services in Vietnam directed?

Pursuant to Section 3 of Official Dispatch No. 452/TTg-KSTT in 2023, the implementation of removing bottlenecks for online public services is directed by the Prime Minister of Vietnam as follows:

- The Project 06 Implementation Working Group reviews, evaluates and inspects the implementation of 53 essential public services in Project 06 and Decision No. 422/QD-TTg in 2022;

- Ministers, Chairman of People's Committees of provinces and cities direct the evaluation of all online public services provided on their agencies' administrative procedures information system and integrated on the National Public Service Portal.

From there, select practical, high-frequency public services associated with the daily needs of people and enterprises, and fully meet the conditions to provide online public services in a process, proceeding to provide applications (apps) for administrative procedures for people and businesses to interact effectively online with the government.

- The Ministry of Information and Communications is responsible for evaluating and announcing the quality of platforms, information systems, software, public service portals, and information systems for handling administrative procedures of ministries, branches, localities and norms, unit prices and costs of building the above systems for the reference and selection of ministries, branches and localities.

- Ministries, branches and localities are responsible for focusing on transforming the process and implementation of administrative procedures and public services from the traditional method to the electronic environment; standardize, restructure business processes, build electronic forms, specialized software, digitize records, solve administrative procedures results to enrich the data warehouse, create favorable conditions for customers. People and enterprises do not have to provide the existing information again.

- The Government Office urgently implements upgrading the National Public Service Portal, ensuring smooth operation, avoiding "clogging" in the process of integrating, and providing online public services to serve the people, enterprise.

- The Ministry of Public Security shall assume the prime responsibility for, and coordinate with ministries, branches and localities in integrating, validating and displaying personal information and papers on the VNeID application, gradually replace the provision of personal papers in the implementation of transactions and administrative procedures.

People and enterprises will be reduced fees and charges when performing online public services in Vietnam?
