Pursuant to Article 4 of Circular 46/2017/TT-BTTT (some regulations are invalidated by point c, clause 2, Article 11 of Circular 03/2021/TT-BTTTT) regulating the level and standards of Audio Current class II members are as follows:

“Article 4. Class II audiophiles”
1. Mission:
- Summary of professional expertise; participate in preparing the contents of specialized professional seminars at home and abroad;
- Develop technical plans, sound pages and sound estimates to meet program requirements and field realities;
- Organize the performance of recording (dialogue, music, sound...) and sound coordination (mixing) for movie genres;
- Proficiently use and maintain sound recording equipment, regulations and technological processes;
- Set up a backup system to ensure safety when required for live TV events;
- Organizing the installation, installation and calibration of the system according to the program requirements and technical plans;
- Professional guidance for lower-ranking audio staff.
2. Standards of training and retraining qualifications:
a) Having a university degree in audio, electronics and telecommunications or equivalent or higher;
b) Having a computer skill that meets basic information technology skills standards as prescribed in Circular No. 03/2014/TT-BTTTT ;
c) Having a foreign language level 3 (B1) as prescribed in Circular No. 01/2014/TT-BGDĐT;
d) Having a certificate of standard training for the title of Class II Sounder.
3. Standards of professional competence:
a) Firmly grasp the lines, undertakings and policies of the Party and the laws of the State and documents related to politics and ideology in the field in which they operate;
b) Proficient in specialized skills; knowledgeable about music, mastering the principle of combining different types of sounds, between sound and images or with performing arts;
c) Presiding over or participating in editing at least 02 (two) works recognized or won prizes by the specialized arts and sciences councils; or participate in writing topics in at least 01 (one) theoretical work, theoretical research on specialized science and technology (ministerial, provincial or equivalent level);”

Accordingly, at present, the title of Class II Audiophile is required to have a foreign language certificate of level 3 (B1) in order to ensure the standards of training and retraining as prescribed above.

Pursuant to Clause 2, Article 1 of Circular 07/2022/TT-BTTTT has amended a number of regulations on standards and qualifications of the title of Class II Audiophile in the near future as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication
2. Article 4 is amended with Clauses 2 and 3 and supplemented with Clause 4 as follows:
"2. Standards of training and retraining
a) Having a university degree or higher majoring in audio, electronics - telecommunications;
b) Having a certificate of training according to the standards of professional titles of public employees in the sound industry.
3. Standards of professional and professional competence
a) Firmly grasp the lines, guidelines and policies of the Party and the State's laws on specialized fields;
b) Proficient in specialized skills; knowledgeable about sound, mastering the principle of combining different types of sound, between sound and image or with performing arts;
c) Having basic information technology skills, using foreign languages ​​or ethnic minority languages ​​as required by the job position.”

Accordingly, in the near future, for the title of Class II Audiophile, it is only necessary to know how to use foreign languages ​​or ethnic minority languages ​​according to the requirements of the job position, but not required to have a foreign language certificate. level 3 according to current regulations.

Only officials who hold the title of Class III Soundcaster can take the exam for Class II Audiophile?

Pursuant to Clause 2, Article 1 of Circular 07/2022/TT-BTTTT has added regulations on examination or consideration for promotion to the title of Class II Sounder as follows:

“Article 1. Amending and supplementing a number of articles of Circular No. 46/2017/TTBTTTT dated December 29, 2017 of the Minister of Information and Communications stipulating standards for professional titles of sound public employees, broadcaster, editing technique, cinematographer in the field of information and communication
2. Article 4 is amended with Clauses 2 and 3 and supplemented with Clause 4 as follows:
“4. Requirements for public officials participating in the exam or considering promotion to class II audiophiles
a) Having held the professional title of Class III audiologist or equivalent for at least 09 years (excluding the probationary period or probationary period). In case of equivalent duration, at least 01 year (full 12 months) must hold the professional title of Class III sounder by the expiration of the deadline for submitting the application for competition registration or consideration for promotion;
b) During the time of holding the professional title of class III soundman or equivalent, he has presided over or participated in the performance of at least 01 (one) work winning a ministerial or equivalent award or higher; or participate in at least 01 (one) specialized scientific research topic or program at grassroots level or higher that has been promulgated or accepted by a competent authority.”

Thus, public employees holding the title of Class III sounder in Vietnam or equivalent must be at least 9 years before they can take the exam or be considered for promotion to a Class II sounder in Vietnam. In addition, public employees must also meet the requirements specified above to be eligible for promotion or consideration for promotion to class II audiophiles.

Circular 07/2022/TT-BTTTT will take effect from August 15, 2022.
