- Striving to achieve an average growth rate of the Vietnam chemical industry of 10 - 11 %/year and the proportion of the Vietnam chemical industry in comparison with the whole industry to about 4-5% by 2030;
- In the period to 2040, the growth rate of the Vietnam chemical industry will reach an average of 7 - 8%/year and the proportion of the Vietnam chemical industry compared to the whole industry will maintain about 4-5%.
Thus, the development goals of the Vietnam chemical industry are oriented to 2030, with a vision to 2040 as detailed above.

Development orientation for the basic chemical industry?
Pursuant to Point b, Clause 3, Article 1 of Decision 726/QD-TTg in 2022 stipulating the development orientation of the basic chemical industry as follows:
The period up to 2030:
- New investment, expansion, modernization and increase of commercial production capacity of caustic soda and sulfuric acid of existing production facilities. Invest in a project to produce caustic soda and chlorine-based products to meet the demand for caustic soda-chlorine for refining and petrochemical projects, alumina mining and processing projects...
- Invest in research on technology for sorting grade II and IV apatite ores. Improve the technology of yellow phosphorus production facilities, ensuring improved production efficiency and safety.
- Investing in the production of thermal phosphoric acid and its derivatives and products with high economic value from phosphorus; invest in ammonia production to meet the needs of DAP production and other consumers; production of nitrate salts, basic organic chemical products, solvents...
- To maintain stable production of ammonium nitrate, invest in the production of a number of other explosive precursors, which are dual-use chemicals to meet the needs of other industrial production and fertilizers. Research and invest in the production of explosives and explosive accessories for the oil and gas industry. Continue to promote investment in the production of explosives in bulk emulsions and packaged emulsions, completely replacing TNT-containing explosives.
- Developing industrial explosives products in the direction of increasing destructive power, reducing smoke and dust, increasing water-resistant time, high safety, developing products with non-standard sizes; industrial explosive accessories products meet special requirements such as multiple differentials, tensile strength, impact strength, reliability when the mining pits are getting deeper and deeper, the terrain is complicated.

- Invest in projects to produce basic organic chemicals such as organic solvents, Vietnam chemical industry used in the production of petrochemical products, chemicals that can become fuels for other industries. ..
- Invest in projects to produce inorganic chemicals to serve the development needs of industries such as washing powder, glass, paper, etc., such as: production of sulphate, soda, and hydrogen peroxide. .
- Development of emulsion explosive products for use in open-pit and underground mines, underground works without explosive gas; loose emulsion explosives, electronic detonators, non-electric differential detonators, high-energy detonators for underground mines, underground works without explosive gas; slow detonation non-electric differential...

State policy on Vietnam chemical industry activities?
Pursuant to the provisions of Article 6 of the Law on Chemicals 2007 (Clause 2 is amended by Clause 1, Article 7 of Law No. 28/2018/QH14) as follows:
"Article 6. State policy on chemical activities
