What is the basis for issuing a certificate of sickness for veterans?

The basis for issuing a certificate of sickness for veterans is regulated under Article 48 of Decree 131/2021/ND-CP as follows:

- Work plan or decision, list of assignments for the task or Certification of assignment by the agency, unit directly managing the sick person.

- Incident report by the agency, unit directly managing the sick person.

- Summary of the medical records on the day or immediately after the day of performing the duty, showing the treatment process related directly to the urgent and dangerous duty of district-level hospital or district medical center or equivalent and higher (including military and police hospitals).

In case of no treatment at medical examination and treatment facilities, a periodic health examination certificate or health check certificate confirmed within one year after performing the duty, noting the health condition directly related to the urgent and dangerous duty, is required.

What are the preferential policies for sick veterans?

The preferential policies for sick veterans are regulated in Article 27 of the 2020 Ordinance on Preferential Treatment of Persons with Meritorious Services to the Revolution as follows:

Preferential policies for sick veterans

1. Monthly allowance and subsidies for sick veterans as follows:

a) Monthly allowance based on the percentage of body impairment;

b) Caregiver allowance for sick veterans with a body impairment percentage of 81% or more living with their families;

c) Monthly allowance for sick veterans with a body impairment percentage of 81% or more;

d) Special monthly allowance for sick veterans with a body impairment percentage of 81% or more having particularly severe illnesses. Veterans receiving the special monthly allowance do not receive the regular monthly allowance.

2. Health insurance.

3. Health rehabilitation care every two years; in case of body impairment percentage of 81% or more, annual health rehabilitation care is provided.

4. Preferential policies as stipulated in points c, e, g, h, i, and k of Clause 2 Article 5 of this Ordinance.

The preferential policies for the relatives of sick veterans are stipulated in Article 28 of the 2020 Ordinance on Preferential Treatment of Persons with Meritorious Service as follows:

- Health insurance for the following individuals:

+ Biological parents, spouses, children from 6 to under 18 years old or 18 years old or older if studying or having severe disabilities, special severe disabilities of sick veterans with a body impairment percentage of 61% or more;

+ Caregivers of sick veterans with a body impairment percentage of 81% or more living with their families.

- In case sick veterans with a body impairment percentage of 61% or more die, their relatives are entitled to death benefits as follows:

+ Biological parents, spouses of the age as regulated in Clause 2 Article 169 of the 2019 Labor Code, children under 18 years old or 18 years old or older if studying or having severe disabilities, special severe disabilities are entitled to monthly death benefits;

+ Biological parents living alone, spouses of the age as regulated in Clause 2 Article 169 of the 2019 Labor Code living alone, orphans under 18 years old or 18 years old or older if studying or having severe disabilities, special severe disabilities are entitled to monthly death benefits and monthly caregiver death benefits.

- Preferential policies stipulated in points d and dd Clause 2 Article 5 of the 2020 Ordinance on Preferential Treatment of Persons with Meritorious Service for the children of sick veterans.

- One-time benefit for relatives equivalent to three months' current monthly allowance, monthly subsidy when the sick veteran receiving monthly benefits dies.

- Funeral allowance for the person or organization performing the burial when the sick veteran receiving monthly benefits dies.
