What is the Validity Period of the Vocational Training Card for Discharged Soldiers?
According to the provisions of Article 3 Joint Circular 04/2010/TTLT-BQP-BTC guiding the implementation of the policy on support for discharged soldiers as follows:
Policy on Supporting Discharged Soldiers in Vocational Training
1. Supporting discharged soldiers in vocational training at intermediate and college levels.
Discharged soldiers undergoing vocational training at intermediate and college levels will receive training under the order mechanism at vocational training institutions according to the provisions of Decision 39/2008/QD-TTg dated March 14, 2008, of the Prime Minister of the Government of Vietnam; they are also eligible for loans for vocational training according to Decision 157/2007/QD-TTg dated September 27, 2007, of the Prime Minister of the Government of Vietnam on credit for students.
2. Supporting discharged soldiers in vocational training at primary levels.
- Discharged soldiers undergoing vocational training at the primary level are issued a "Vocational Training Card" with a maximum value equivalent to 12 months of the minimum wage at the time of training and valid for 01 year from the date of issuance. The value of the "Vocational Training Card" is adjusted when the Government of Vietnam adjusts the minimum wage.
- Procedures for issuing the "Vocational Training Card": When soldiers complete their policies of active duty, if they wish and register for primary-level vocational training at the unit, they will be issued 01 "Vocational Training Card" (according to the form No. 1 attached to this Circular) by the Ministry of National Defense with the signature and seal of the head of the regiment-level unit or equivalent. The "Vocational Training Card" is submitted to vocational training institutions within and outside the military.
- The "Vocational Training Card" must be carefully preserved, not erased, damaged, or lent to others. If lost, it must be reported to the issuing agency for reissuance.
Thus, according to the above provisions, the vocational training card for discharged soldiers has a maximum value equivalent to 12 months of the minimum wage at the time of training. Additionally, the vocational training card for discharged soldiers is valid for 01 year from the date of issuance.
The value of the Vocational Training Card is adjusted when the Government of Vietnam adjusts the minimum wage.

What Are the Employment Support Policies for Discharged Soldiers?
According to Clause 3, Article 7 of Decree 27/2016/ND-CP, the policies on one-time discharge allowance, employment support allowance, transportation cost support, and travel allowance for discharged non-commissioned officers and soldiers are regulated as follows.
One-time Discharge Allowance, Employment Support Allowance, Transportation Cost Support, and Travel Allowance for Discharged Non-commissioned Officers and Soldiers
1. In addition to the one-time social insurance benefits in accordance with social insurance law, non-commissioned officers and soldiers upon discharge will receive a one-time discharge allowance equal to 02 months of the statutory pay rate for each year of service in the Army as stipulated by the Government of Vietnam at the time of discharge. In the case of partial months, it is calculated as follows: Less than 01 month will not receive a discharge allowance; from 01 month to 06 months will receive a discharge allowance equal to 01 month of the statutory pay rate; from over 06 months to 12 months will receive a discharge allowance equal to 02 months of the statutory pay rate.
2. Non-commissioned officers and soldiers who serve for 30 months in active duty will receive an additional allowance of 02 months of current rank salary; if discharged after serving from the 25th month to under 30 months, they will receive an additional allowance of 01 month of current rank salary.
3. Non-commissioned officers and soldiers who complete their service obligations according to the Law on Military Service upon discharge will receive an employment support allowance equal to 06 months of the statutory pay rate as stipulated by the Government of Vietnam at the time of discharge.
4. Non-commissioned officers and soldiers upon discharge will have a farewell meeting organized by the directly managing unit with an expenditure level of 50,000 VND per person; they will be seen off and escorted back to their locality of residence in accordance with the regulations or provided with common transportation costs and travel allowance from the unit to the place of residence.
Thus, according to the above provisions, soldiers who complete their service obligations in active duty will receive an employment support allowance equal to 06 months of the statutory pay rate as stipulated by the Government of Vietnam at the time of discharge.
How Is Employment for Discharged Soldiers Resolved?
Issues related to resolving employment for discharged soldiers are addressed according to Article 8 of Decree 27/2016/ND-CP as follows:
- Non-commissioned officers and soldiers who were studying or had admission papers to study at vocational education institutions or universities before enlistment will have their results preserved and will be admitted back to those institutions.
In cases where non-commissioned officers and soldiers complete their service obligations and, upon discharge, wish to undergo vocational training and are eligible, they will be supported in vocational training according to Decree 61/2015/ND-CP in 2015 of the Government of Vietnam, which regulates policies on employment support and the National Employment Fund.
- Non-commissioned officers and soldiers who were working in state agencies, political organizations, or socio-political organizations before enlistment will be re-admitted, assigned jobs, and ensured income no less than before enlistment. If the agency or organization has dissolved, the direct superior agency or organization will be responsible for arranging suitable jobs.
If the direct superior agency or organization has dissolved or does not exist, the Department of Labor, Invalids, and Social Affairs is responsible for coordinating with relevant state agencies at the same level to resolve employment.
- Non-commissioned officers and soldiers who were working in economic organizations before enlistment will be re-admitted, assigned jobs, and ensured wages and salaries equivalent to the position and wages/salaries before enlistment;
If the economic organization has ceased operations, dissolved, or gone bankrupt, policies for resolving issues for discharged non-commissioned officers and soldiers will be implemented similarly to those for employees of that economic organization according to current social insurance law. The local social insurance agency where the economic organization was paying social insurance is responsible for paying social insurance benefits according to current regulations.
- Non-commissioned officers and soldiers who are accepted to work in state agencies, organizations, or economic establishments will be paid according to the assigned work, counted for their active duty service time, and entitled to policies for officials, public employees, and workers of that economic establishment according to current regulations.
- Non-commissioned officers and soldiers discharged according to Article 43(1) and Article 48(1) of the Law on Military Service 2015 will, upon returning to their locality, be prioritized for job placement by local authorities, agencies, and organizations, and receive bonus points in recruitment exams for officials and public employees. During probationary periods, they are entitled to 100% of the salary and allowances of the recruitment grade corresponding to their level of education.
