What are the regulations on motor vehicle inspection internship at inspection units in Vietnam under the Circular 44/2023/TT-BGTVT?
On December 29, 2023, the Minister of Transport issued Circular 44/2023/TT-BGTVT on guidelines on implementation of Decree 139/2018/ND-CP on motor vehicle inspection service business and Decree 30/2023/ND-CP on amendments to Decree 139/2018/ND-CP on motor vehicle inspection service business.
Accordingly, regulations on the motor vehicle inspection internship at inspection units are as follows:
(1) Within 30 days from the date the Vietnam Register discloses the information on qualified learners of the theoretical training in motor vehicle inspector’s operations, such learners shall contact specific inspection units and carry out their internships at such units.
Learners shall notify the Vietnam Register of the time when they start the internship and internship unit (even in the case of changes to internship units) following the form specified in Appendix Id enclosed with Circular 44/2023/TT-BGTVT.
(2) During the internship period, learners shall practice:
- The use of the system of applications and software at inspection units, including vehicle data lookup; inspection management software; motor vehicle warning software; inspection and assessment programs, and equipment control programs;
- Stages of inspection and assessment of vehicles on inspection lines according to regulations on technical and environmental safety inspection of road traffic motor vehicles.
(3) Heads of inspection units shall assign motor vehicle inspectors with at least 36 months of experience to guide the internship and take responsibility for the internship content of learners under management. Learners must satisfy the following requirements for a qualified internship:
- Regarding a 12-month internship: at least 400 vehicles per stage of different types of vehicles (multiple stages may be practiced on one vehicle); specifically, at least 100 trucks and 100 passenger vehicles shall be practiced on in each stage. Vehicle record formulation shall be performed for at least 400 vehicles;
- Regarding a 6-month internship: at least 200 vehicles per stage of different types of vehicles (multiple stages may be practiced on one vehicle); specifically, at least 50 trucks and 50 passenger vehicles shall be practiced on in each stage. Vehicle record formulation shall be performed for at least 200 vehicles;
- Regarding a 3-month internship: at least 100 vehicles per stage of different types of vehicles (multiple stages may be practiced on one vehicle); specifically, at least 25 trucks and 25 passenger vehicles shall be practiced on in each stage. Vehicle record formulation shall be performed for at least 100 vehicles;
(4) Stages of vehicle inspection on inspection lines include:
- Stage 1: Recognition inspection and general inspection;
- Stage 2: Inspection of the upper parts of vehicles;
- Stage 3: Inspection of the efficiency of brakes and sideslip angle;
- Stage 4: Environmental inspection;
- Stage 5: Inspection of the lower parts of vehicles.
(5) Learners shall formulate reports on the motor vehicle inspector internship following the form specified in Appendix Ia enclosed with Circular 44/2023/TT-BGTVT.
Inspectors guiding the internship shall, based on the internship reports, prepare documents confirming the motor vehicle inspector internship following the form specified in Appendix Ib enclosed with Circular 44/2023/TT-BGTVT.

What are the regulations on training of personnel at inspection units in Vietnam?
Article 11 of Circular 44/2023/TT-BGTVT regulates the training of personnel at inspection units in Vietnam as follows:
- Theoretical training
+ History of the establishment, formulation, and development of the motor vehicle inspection system; occupational ethics; communication skills; regulations on responsibilities, tasks, and entitlements of organizations and individuals involved in inspection activities; provision of public services concerning vehicle registration; regulations on violations and violation handling concerning vehicle inspection;
+ Professional regulations and guidelines; requirements for inspection records and vehicle records; inspection order; vehicle classification; prices, fees, and inspection fees; management of records and reports and data transmission at the request of competent authorities.
- Practical guidelines: instructions on how to use professional programs and software.
- After the end of the training, the Vietnam Register shall inspect and assess the results and disclose information on qualified individuals on its web portal. Those who fail the training may retake the exam once within 15 working days from the date of result notification.
Vietnam: When does Circular 44/2023/TT-BGTVT come into force?
Pursuant to Article 18 of Circular 44/2023/TT-BGTVT stipulates as follows:
Entry into force
1. This Circular comes into force as of February 15, 2024.
2. This Circular abrogates Circular No. 18/2019/TT-BGTVT dated May 20, 2019 of the Minister of Transport of Vietnam and Article 2 of Circular No. 01/2022/TT-BGTVT dated January 12, 2022 of the Minister of Transport of Vietnam.
3. If any legislative document referred to in this Circular is amended, supplemented, or replaced, comply with its new edition.
Thus, Circular 44/2023/TT-BGTVT comes into force from February 15, 2024.
