Enhancing the Quality and Effectiveness of Propaganda, Raising Awareness for Rural Residents?
According to Subsection 1, Section IV of Resolution 19-NQ/TW in 2022 on the development of agriculture, farmers, and rural areas issued by the Central Executive Committee as follows:
"Focus on innovation and improving the quality and effectiveness of information, propaganda, education, and training works, contributing to raising the awareness, capacity, proficiency, and education levels for farmers and rural residents to innovate, create, and apply science and technology in production, preservation, processing, and consumption of agricultural products, enriching through agriculture and rural development.
- Accelerate the shift of agricultural labor to work in the industrial and service sectors; promote rural economic development, create many on-site jobs, increase income for rural residents; attract highly qualified labor to work in rural areas.
Ensure the rights of farmers and rural residents under the motto 'People know, people discuss, people do, people check, people supervise, people enjoy'.
- Foster the spirit of solidarity, village affections, neighborliness, mutual support; promote the farmer entrepreneurship movement, compete in business production, get rich together, sustainably reduce poverty, and build new rural areas. Build happy families, strong residential communities, participate in social management, protect resources, the environment, preserve and promote cultural identity, ensure political security, order, and social safety.
- Create a favorable environment, support farmers, and rural residents to enhance governance capacity, develop business production; create livelihoods, stable jobs, access resources, scientific and technological advances, shift from small-scale agricultural production to value chain business production, apply advanced technology, high technology, digital transformation, meeting the requirements of agricultural restructuring and new rural construction."

Improving the Quality of Education, Training, Health, Culture, and Sports for Rural People?
According to Subsection 1, Section IV of Resolution 19-NQ/TW in 2022 on the development of agriculture, farmers, and rural areas issued by the Central Executive Committee as follows:
- Implement effective population and development policies; ensure equality in accessing development opportunities and basic rural services. Effectively implement gender equality policies, prevent and combat abuse against women and children, raise the capacity and status of women in rural areas.
- Effectively implement insurance policies, encourage and rapidly increase the rate of farmers participating in voluntary social insurance, health insurance. Effectively implement the national target programs.
- Stabilize residential arrangements in border areas, islands, free migration zones, special-use forests, economic-defense zones, areas with high risk of natural disasters. Prioritize investment resources for districts and communes with high poverty rates.
- Continue to support ethnic minorities lacking homestead land, production land, creating livelihoods, jobs, improving income and living standards.
- Promote the role of the Vietnam Farmers' Union, political-social organizations, the Vietnam Cooperative Alliance, and socio-professional organizations in providing advisory services, legal support, business production knowledge, science, and technology; promote the all-people movement to build new rural areas, protect national security, build cultural families, villages (hamlets, villages, quarters) culture.
Vigorously Developing Industry, Services, Economic Structural Transformation, Creating On-Site Jobs for Rural Residents?
According to Subsection 3, Section IV of Resolution 19-NQ/TW in 2022 on the development of agriculture, farmers, and rural areas issued by the Central Executive Committee as follows:
- Develop and effectively implement socio-economic development plans, promote the economic structural transformation of rural areas, link agricultural development with industrial and service development. Develop a comprehensive, synchronous rural economy with a reasonable structure of agriculture, industry, and services based on science and technology, innovation.
- Invest in upgrading industrial and service infrastructure, establish a network of logistics, preservation, processing, and e-commerce in rural areas.
- Vigorously develop industry in rural areas, especially agricultural product processing, equipment, machinery, and agricultural materials industries. Invest in developing industrial clusters, craft villages suitable to the planning and specific conditions of localities; create a favorable business environment to attract economic sectors to invest in agriculture and rural areas, forming large-scale enterprises producing agricultural products; create many on-site jobs, increase income for rural workers.
- Preserve, develop traditional trades, craft villages, rural services, community tourism, and eco-tourism.
- Strongly implement the program each commune a product (OCOP), linked with preserving and promoting traditional cultural values.
- Focus on training, honoring artisans in rural areas. Build diverse, synchronous rural trade infrastructure, harmonize traditional and modern commerce, suitable to each locality; upgrade the traditional market system to meet the needs of the people. Promote the role of industry associations in linking production, preservation, processing, and consumption of agricultural products.
Thus, in this Resolution, the Central Executive Committee ensures the mastery rights of rural people 'People know, people discuss, people do, people check, people supervise, people enjoy' and to improve the living standards and spirits for farmers and rural residents generally called rural people, the Resolution proposes development policies as above.
