What are the cases for revoking the National Defense and Security certificates at colleges?

Based on Article 8 of the Regulation on Management and Issuance of National Defense and Security Education Certificates for college students, issued together with Circular 15/2022/TT-BLDTBXH, the cases for revoking the National Defense and Security certificates at colleges are as follows:

Revocation of National Defense and Security Education Certificate

1. The certificate may be considered for revocation in the following cases:

a) The certificate is issued by an unauthorized person;

b) Renting, lending, or allowing others to use the certificate;

c) Altering or erasing the certificate to falsify its contents;

d) The certificate is issued to students who do not meet the requirements of the national defense and security education course.

2. The person authorized to issue the certificate as stipulated in Clause 1, Article 7 of this Regulation, decides to revoke the issued certificate. Students whose certificates are revoked as per point a, Clause 1 of this Article will be reissued the original certificate according to this Regulation.

The following cases may lead to the revocation of the National Defense and Security certificate:

- The certificate is issued by an unauthorized person;- Renting, lending, or allowing others to use the certificate;- Altering or erasing the certificate to falsify its contents;- The certificate is issued to students who do not meet the requirements of the national defense and security education course.

Can a lost National Defense and Security Education Certificate for college students be re-issued?

Based on Clause 2, Article 7 of the Regulation on Management and Issuance of National Defense and Security Education Certificates for college students, issued together with Circular 15/2022/TT-BLDTBXH, the provisions are as follows:

2. Re-issuance, changing of the National Defense and Security Education Certificate

a) If the original certificate is lost or damaged and cannot be used, if the student who was issued the certificate requests it, the certificate will be re-issued. In the case of a damaged certificate that cannot be used, the student must return the originally issued certificate when requesting a re-issuance. The re-issued certificate will have “Re-issuance” noted on the back and the issuance book will log the “Re-issuance” status. The re-issued certificate holds the same value as the original;

b) In case the issued certificate is found to have been miswritten or misprinted or the student issued the certificate has been confirmed or decided by a competent authority to change or correct their personal information, ethnicity, gender, or other civil status as prescribed by law, if the student requests it, the certificate will be exchanged. When issuing the exchange, the student must submit the original certificate. The exchanged certificate will have “Exchange” noted on the back and the issuance book will log the “Exchange” status. The exchanged certificate holds the same value as the original;

c) The person authorized to issue the certificate as prescribed in Clause 1 of this Article has the right to re-issue or exchange the certificate.

Thus, if a student who was issued the National Defense and Security Education Certificate requests it, the original lost certificate will be re-issued. In the case of a damaged certificate that cannot be used, the student must return the originally issued certificate to have it re-issued.

What are the rights and obligations of students issued with the National Defense and Security Education Certificate at colleges?

Based on Article 9 of the Regulation on Management and Issuance of National Defense and Security Education Certificates for college students, issued together with Circular 15/2022/TT-BLDTBXH, the rights and obligations of students issued with the National Defense and Security Education Certificate are as follows:

Students issued the Certificate have the following rights:

- Request the college or national defense and security education center to issue the certificate and accurately and fully record information on the certificate;- Request the competent authority as stipulated in Clause 1, Article 7 of this Regulation to re-issue or exchange the certificate as stipulated in Clause 2, Article 7 of the Regulation on Management and Issuance of National Defense and Security Education Certificates for college students, issued together with Circular 15/2022/TT-BLDTBXH;- File complaints about the revocation of the certificate according to the law on complaints;- Denounce illegal acts in the management and issuance of the certificate according to the law.

Students issued the Certificate have the following obligations:

- Provide accurate and complete necessary information for recording on the certificate;- Verify the accuracy of information recorded on the certificate before signing to receive the certificate;- Preserve and protect the certificate; not erase or falsify the information on the certificate; not allow others to use their certificate;- Report to the college, national defense and security education center where they are studying and the nearest police station if the certificate is lost;- Return the certificate in case of an exchange or revocation.
