Cases in which foreigners are not allowed to enter?
According to Article 21 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, the following cases are not allowed to enter:
Cases of Entry Denial
1. Lack of conditions stipulated in Clause 1, Article 20 of this Law.
2. Children under 14 years old without a guardian or authorized person.
3. Forging documents or providing false information to obtain entry, exit, or residence documents.
4. Persons with mental illness or contagious diseases that pose a threat to public health.
5. Expelled from Vietnam within the last 03 years from the effective date of the expulsion decision.
6. Ordered to leave Vietnam within the last 06 months from the effective date of the deportation decision.
7. For reasons of disease prevention.
8. For reasons of natural disasters.
9. For reasons of national defense, security, social order, or public safety.
Therefore, the cases where foreigners are not allowed to enter include:

Who has the authority to decide not to allow foreigners to enter?
According to Article 22 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, the authority to decide entry denial is as follows:
Authority for Entry Denial
1. The head of the immigration control unit decides on entry denial for cases stipulated in Clauses 1, 2, 3, 4, 5, and 6 of Article 21 of this Law.
2. The Minister of Health decides on entry denial for cases stipulated in Clause 7 of Article 21 of this Law.
3. The Minister of Agriculture and Rural Development decides on entry denial for cases stipulated in Clause 8 of Article 21 of this Law.
4. The Minister of Public Security or the Minister of National Defense decides on entry denial for cases stipulated in Clause 9 of Article 21 of this Law.
5. The competent authority issuing the entry denial decision is also authorized to lift the entry denial and is responsible before the law for their decision.
Thus, the authority to decide entry denial includes:
- The head of the immigration control unit.- The Minister of Health.- The Minister of Agriculture and Rural Development.- The Minister of Public Security or the Minister of National Defense.- The competent authority issuing the entry denial decision is also authorized to lift the entry denial and is responsible before the law for their decision.
What are the conditions for foreigners to register for entry?
According to Article 20 of the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014, amended by Clause 11, Article 1 of the Amended Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2019, the conditions for entry are as follows:
Conditions for Entry
1. Foreigners are allowed to enter when they meet the following conditions:
a) Possess a passport or international travel document and a visa, except in cases of visa exemption as stipulated by this Law.
Foreigners entering under unilateral visa exemption must have a passport valid for at least 06 months;
b) Not among the cases of entry denial stipulated in Article 21 of this Law.
2. Foreigners using electronic visas must meet the conditions stipulated in Clause 1 of this Article and must enter through international border checkpoints decided by the Government of Vietnam.
Therefore, the conditions for foreigners to register for entry are as follows:
- Foreigners are allowed to enter when they meet the following conditions:+ Possess a passport or international travel document and a visa, except in cases of visa exemption as stipulated by this Law.
Note: Foreigners entering under unilateral visa exemption must have a passport valid for at least 06 months;
+ Not among the cases of entry denial.
- Foreigners using electronic visas must meet the stipulated conditions.
