What are regulations on insignias of specialized inspectors in Vietnam under Circular 29 in 2024?
Pursuant to Article 9 of Circular 29/2024/TT-BGTVT, the regulations on insignias for specialized inspectors in Vietnam are as follows:
- The insignias include shoulder boards and rank insignia worn on both shoulders of the uniform of specialized inspectors.
The design of the insignias is stipulated in Appendix III issued together with Circular 29/2024/TT-BGTVT.
- Regulations on Shoulder Boards:
- The shoulder boards for specialized inspectors have a length of 13 cm, with the pointed end being 4 cm wide and the other end 5 cm wide; the base of the epaulette is made of dark blue felt fabric; the core of the epaulette is made of pure white plastic; the star insignia is polished white plated brass, with a red fabric edging 3 mm wide; the epaulette button is round with a star in the middle of two pine branches.
- Regulations on Rank Insignia:
+ Specialized inspectors who are Heads of agencies entrusted with the function of specialized inspection under the Ministry of Transport: the shoulder boards are attached with 04 stars of 23 mm in a vertical row, with two rank stripes in shiny white metal;
+ Specialized inspectors who are Deputy Heads of agencies entrusted with the function of specialized inspection under the Ministry of Transport: the shoulder boards are attached with 03 stars of 23 mm in a vertical row, with two rank stripes in shiny white metal;
+ Specialized inspectors who are Heads of advisory divisions on specialized inspection and equivalents in agencies entrusted with the function of specialized inspection under the Ministry of Transport: the shoulder boards are attached with 02 stars of 23 mm in a vertical row, with two rank stripes in shiny white metal;
+ Specialized inspectors who are Deputy Heads of advisory divisions on specialized inspection and equivalents in agencies entrusted with the function of specialized inspection under the Ministry of Transport: the shoulder boards are attached with 01 star of 23 mm in the middle of the shoulder board, with two rank stripes in shiny white metal;
+ Specialized inspectors: the shoulder boards are attached with 01 star of 23 mm in the middle above 01 rank stripe in white.

The funding for tailoring and providing uniforms for specialized inspectors is allocated within the state budget estimate granted annually by competent authorities; it is provided beyond the administrative spending norm based on staffing.

What are standards for specialized inspectors in Vietnam?
Pursuant to Article 3 of Circular 29/2024/TT-BGTVT, the conditions and standards for specialized inspectors in Vietnam are prescribed as follows:
- Specialized inspectors are those belonging to the advisory organization assisting the Head of the agency entrusted with the function of specialized inspection under the Ministry of Transport;
Entities under the agency entrusted with the function of specialized inspection under the Ministry of Transport.
- Specialized inspectors must meet the conditions and standards stipulated in Clause 3, Article 38 of the Law on Inspection 2022 and the following conditions and standards:- Specialized inspectors in the Vietnam Roads Administration, Vietnam Railway Administration, and Vietnam Inland Waterways Administration must have an educational level from university or higher, suitable to the job position requirements in one of the fields related to transportation, construction, architecture, mechanical engineering, information technology, telecommunications, law, economics, and finance;- Specialized inspectors in the Vietnam Register must have an educational level from university or higher, suitable to the job position requirements in one of the technical fields related to vehicle registration, transportation equipment, or one of the fields related to law and finance.
Prohibited Acts in Inspection in Vietnam
Pursuant to Article 8 of the Law on Inspection 2022, the following acts are prohibited in inspection:
- Abusing positions and powers in inspection to perform unlawful acts, harassment, causing difficulties and troubles for the inspected subjects and other agencies, organizations, and individuals; abuse of power during the inspection process.
- Conducting inspections without authority or contrary to the contents of the inspection decision, the approved inspection plan.
- Deliberately not issuing inspection decisions when signs of legal violations are detected that must, according to the law, be subject to inspection; shielding the inspected subjects;
- Deliberately making false conclusions; concluding, deciding, or handling contrary to the law;
- Failing to recommend prosecution and transfer cases with signs of criminal offenses detected through inspections to the investigation authorities to consider and decide on prosecuting criminal cases as prescribed by law.
- Offering or accepting bribes, intermediating bribery in inspection.
- Disclosing information and documents related to the inspection before the inspection conclusion is publicized.
- Illegally interfering with inspection; manipulating the inspection results, conclusions, and recommendations
.- Failing to provide information, documents, or providing them not promptly, incompletely, untruthfully, inaccurately; seizing, destroying documents and evidence related to the inspection content.
- Opposing, obstructing, bribing, threatening, retaliating, persecuting inspection officers, supervisors, inspectors, providing information, and documents for the inspection agency; causing difficulties for inspection.
- Other prohibited acts as prescribed by law.
Circular 29/2024/TT-BGTVT comes into effect in Vietnam from September 20, 2024.
