Pursuant to Sub-item 11, Part B, Section II, Administrative Procedures issued under Decision 3384/QD-BCA-C07 in 2024, which guides the provincial-level procedures for issuing licences to transport dangerous goods with fire and explosion risks of class 1, class 2, class 3, class 4 and class 9 in Vietnam:
- Step 1: Individuals or organizations prepare the application dossier as per legal regulations.
- Step 2: Individuals or organizations submit the dossier to the Provincial/City Fire Prevention and Rescue Police Department.
- Step 3: The receiving officer checks the validity and completeness of the dossier (submitted documents must be originals, notarized copies, or copied with originals for verification if submitted directly or by public postal service; original or notarized electronic copies if submitted online via the national public service portal or the Ministry of Public Security's public service portal).
+ If the dossier is complete and valid, a Receipt Note for administrative procedure related to fire prevention and rescue will be issued to the submitting party, and one copy will be filed. An acknowledgment email or text message may also be sent to the submitting individual or organization.
+ If the dossier is incomplete or invalid, it will be returned with instructions for completion, and a Supplementary Dossier Instruction Note will be issued to the submitting party, and one copy will be filed. Instructions may also be provided via email or text message to the submitting individual or organization.

What are requirements for motor vehicles carrying dangerous goods in Vietnam?
Pursuant to Article 10 of Decree 34/2024/ND-CP, the requirements for motor vehicles carrying dangerous goods in Vietnam include:
- The transport vehicle must meet the legal requirements for participating in traffic. Specialized equipment of vehicles transporting hazardous goods must comply with national standards or technical regulations or as specified by the sectoral management ministry.
- Vehicles transporting hazardous goods must display hazardous goods symbols. If different types of hazardous goods are transported on the same vehicle, the vehicle must display symbols for all types of goods. The symbols should be displayed on both sides, front, and rear of the vehicle to ensure easy observation and identification.
- After unloading all hazardous goods, if the vehicle will not continue transporting such goods, it must be cleaned, and hazardous symbols must be removed from the vehicle. The transport unit and driver are responsible for cleaning and removing hazardous symbols when no longer transporting such goods.

Pursuant to Clause 1, Article 9 of Decree 136/2020/ND-CP, amended by Clause 4, Article 4 of Decree 50/2024/ND-CP, the application for issuing licences to transport dangerous goods with fire and explosion risks of class 1, class 2, class 3, class 4 and class 9 in Vietnam includes:
Issuance of licences to transport dangerous goods with fire and explosion risks
1. The application dossier and procedures for issuing permits for transporting dangerous goods with fire and explosion risks of classes 1, 2, 3, 4, and 9 by road motor vehicles and inland waterway vehicles are carried out as per the regulations of Decree No. 34/2024/ND-CP dated March 31, 2024, of the Government of Vietnam, which stipulates the List of Hazardous Goods, transportation of hazardous goods by road motor vehicles and inland waterway vehicles (hereinafter referred to as Decree No. 34/2024/ND-CP).
Accordingly, the application dossier for issuing permits for transporting hazardous goods of classes 1, 2, 3, 4, and 9 by road motor vehicles and inland waterway vehicles is carried out as per the regulations of Decree 34/2024/ND-CP.
Pursuant to Clause 2, Article 18 of Decree 34/2024/ND-CP, the application dossier for issuing permits for transporting hazardous goods of classes 1, 2, 3, 4, and 9 includes:
- Application Form for Permit Issuance for Transporting Hazardous Goods as per the form stipulated in Appendix IV of Decree 34/2024/ND-CP;
- Copies or electronic copies or originals of the list of vehicles participating in transportation, ensuring the validity of inspection certificates as per regulations;
- Copies or electronic copies or originals of the list of drivers transporting hazardous goods (including: Full name; ID card number, citizen card number, or passport number; license number, license class (for drivers);
Specialized training certification number, class (for crew members), and the list of escorts if required (including: Full name, ID card number, citizen card number, or passport number) attached with copies of safety training completion certificates as per regulations;
- Copies or electronic copies of certificates of completion of training programs for drivers of road motor vehicles transporting hazardous goods; copies or electronic copies of special training certificates for crew members transporting hazardous goods on inland waterways;
- Copies or electronic copies or originals of the transportation plan for hazardous goods of the transport unit as per the form stipulated in Appendix V of Decree 34/2024/ND-CP (including, at a minimum: Vehicle registration number; full name of the driver; type of goods; quantity; route, transportation time; emergency response measures in case of fire, explosion); copies or electronic copies or originals of the oil spill response plan (applicable only for transporting gasoline on inland waterways).
