2. The district-level police arrange personnel and organize patrols, control, and handling of violations on the road traffic routes within the administrative boundaries of the district, including:
a) National highways that are not covered by the provisions in point b of point 1 of this Article;
b) Sections of national highways that pass through towns, cities under provinces, centrally governed cities, or townships under districts as planned by the Director of the Provincial Police;
c) Provincial roads, district roads, commune roads, and other roads within the jurisdiction; specialized roads; urban roads that are not covered by the provisions in point c of point 1 of this Article;
d) Coordinate with the Traffic Control and Patrol Guidance Division to patrol, control, and handle violations on the road traffic routes within the administrative boundaries as planned by the Director of the Provincial Police.
Accordingly, the district-level police arrange personnel and organize patrols, control, and handling of violations on the road traffic routes within the administrative boundaries of the district, including:
- National highways that are not covered by the following road types:
+ Key national highways, national highways with complex traffic order and safety situations (including bypass sections in districts, towns, cities under provinces, centrally governed cities, or townships under districts);
+ Road traffic routes that are important for local socio-economic development, security, and defense;
- Sections of national highways that pass through towns, cities under provinces, centrally governed cities, or townships under districts as planned by the Director of the Provincial Police;
- Provincial roads, district roads, commune roads, and other roads within the jurisdiction; specialized roads; urban roads that are not covered by the following road types:
+ Urban roads in centrally governed cities, including main roads and roads with complex traffic order and safety situations;
+ Coordinate with the Traffic Control and Patrol Guidance Division to patrol, control, and handle violations on the road traffic routes within the administrative boundaries as planned by the Director of the Provincial Police.

What are the tasks of the district-level traffic police in patrolling and controlling activities in Vietnam?
Based on Article 7 of Circular 32/2023/TT-BCA, the tasks of the district-level traffic police in patrolling and controlling activities include:
- Compliance with the provisions of laws, orders, patrol plans, control, and handling of violations issued by competent authorities.
- Patrolling, controlling, and handling violations to ensure order and road traffic safety within the assigned road sections and areas.
- Timely detection, prevention, and handling of road traffic violations and other legal violations as prescribed.
- Coordination with road management agencies to detect and prevent violations related to the protection of road infrastructure and road safety corridors.
- Investigation and settlement of traffic accidents in accordance with the provisions of the law and the Ministry of Public Security.
- Directly and in coordination with other units within and outside the Vietnam People's Police force, combat crime and other legal violations on road traffic routes.
- Participation in counter-terrorism, anti-riot activities; prevention and control of epidemics, natural disasters, and fires; rescue operations on road traffic routes as prescribed.
- Through patrolling, control, and handling of violations, fulfill the following tasks:
+ Identify vulnerabilities, shortcomings, and flaws in the state management of security, order, and road traffic to report and propose recommendations to competent authorities for timely remedies.
+ Guide, disseminate, and mobilize the people to ensure order and road traffic safety and comply with the laws on road traffic.
- Perform other tasks of the Vietnam People's Police force as prescribed by law.
Vietnam: What is the purpose of district-level traffic police when conducting patrols?
Pursuant to Article 12, Section 1 of Circular 32/2023/TT-BCA, the district-level traffic police conduct patrols for the following purposes:
- Observing and understanding the situation of order and road traffic safety on road traffic routes.
- Preventing violations, traffic accidents, and traffic congestion.
- Maintaining order and road traffic safety.
- Detecting, preventing, and handling violations of road traffic laws and other legal violations as prescribed.
- Ensuring order, road traffic safety, security, and order on road traffic routes.
- Assisting and supporting individuals and vehicles participating in road traffic when necessary.
- Implementing other tasks assigned by competent authorities as prescribed.
Circular 32/2023/TT-BCA comes into force from September 15, 2023.
