Pursuant to Clause 1, Article 33 of Circular 32/2023/TT-BCA, the Traffic Police have the following tasks:

- Develop patrol plans and control road traffic order and safety.

In case the Minister of Public Security decides on mobilization, the Traffic Police Department is responsible for developing the plan.

In case the Director of Provincial Police decides on mobilization, the Traffic Police Division is responsible for developing the plan.

In case the Chief of District Police decides on mobilization, the Traffic Police Team under the District Police is responsible for developing the plan.

- Timeframe for plan development and its content.

Within a period of 2 working days from receiving the mobilization decision, the Traffic Police units must develop the plan and submit it to the competent authority for approval in order to organize and implement it.

The content of the plan must clearly state the forces, the number of personnel to be mobilized, the equipment, technical devices, weapons, supporting tools, the timeframe, routes, mobilized areas, and specific tasks of the Traffic Police officers and other police officers involved in coordinating patrols, controlling road traffic order, and ensuring safety.

Direct, manage, inspect, supervise, guide, and organize the implementation of patrol, control of road traffic order, and safety.

Administer administrative penalties within their jurisdiction.

Pursuant to Clause 1 Article 34 of Circular 32/2023/TT-BCA, the provisions regarding the equipment and conditions of guarantee for other police forces performing patrols and controls of road traffic order and safety are as follows:

Other police forces, when performing patrols and controls of road traffic order and safety, are equipped with: whistle, loudspeaker, traffic control baton, vehicles, technical equipment for professional tasks, weapons, and other supporting tools as regulated, as well as forms for handling violations.
The management and use of vehicles, technical equipment for professional tasks, weapons, supporting tools, and forms are carried out according to regulations. Vehicles, technical equipment for professional tasks, weapons, supporting tools, and forms are only provided for performing tasks; after completing the tasks, they must be handed over to the person responsible for direct management. The transfer of vehicles, technical equipment for professional tasks, weapons, supporting tools, and forms must be recorded in the logbook, signed for transfer, and managed according to regulations.
2. Other police forces participating in coordinating patrols and controls of road traffic order and safety are entitled to training and allowances as prescribed by law for the forces involved in ensuring road traffic order and safety.

Therefore, when performing patrols and controls, traffic police forces are equipped with:

- Whistle, loudspeaker;

- Traffic control baton, vehicles;

- Technical equipment for professional tasks, weapons, supporting tools as regulated, and forms for handling violations.

What are the cases where Vietnamese traffic police officers are authorized to stop vehicles?

Pursuant to Clause 1 Article 16 of Circular 32/2023/TT-BCA, traffic police officers are authorized to stop vehicles for control in the following 04 cases:

- Directly detecting or through technical devices detecting and collecting evidence of violations of road traffic laws and other legal violations.

- Carrying out orders and plans for overall vehicle control to ensure road traffic order and safety, social order; implementing plans for patrols, control, and handling of violations according to the authorized issued topics.

- Having written requests from the head or deputy head of the investigating agency; written requests from relevant functional agencies to stop vehicles for control in order to serve the work of ensuring security, order; fighting against crimes; preventing and combating natural disasters, fires, epidemics; rescue operations, and other legal violations.

- Receiving reports, feedback, suggestions, or denunciations from organizations or individuals regarding violations of the law by individuals or vehicles participating in road traffic.
