According to the provisions of Article 63 Circular 15/2023/TT-BGTVT on the conditions for recognition of meeting the requirements:
- Candidates are recognized as meeting the requirements when achieving a minimum of 60 points for each content specified in Article 61 Circular 15/2023/TT-BGTVT after deducting any violation points (if any).
In Article 61 Circular 15/2023/TT-BGTVT the assessment content is specified as follows:

1. Preparation, reporting, signaling confirmation: Candidates must check the completeness of necessary tools and documents and report, respond, and confirm signals as prescribed.
2. Distance measurement skills by eye: Measure distances by eye at a medium range (from 100 ÷ 300 meters) and a long range (from 301 ÷ 600 meters), each distance once.
3. Train stopping skills: Candidates must stop the train at least 10 times. The stopping position is determined by the standard stopping marker specified in the examination. The stopping position is allowed to deviate within the permitted range as follows:
a) For stations without platform barriers: ± 1.0 meter;
b) For stations with platform barriers: ± 0.5 meters.
4. Train driving skills: Candidates must fully comply with technical requirements as prescribed, drive the train according to the specified time in the train timetable, at the prescribed speed, and with current warnings.
5. Automatic brake control skills: Candidates must fully comply with technical requirements as prescribed, and stop the train smoothly.
6. Emergency handling skills: Candidates must take measures to handle one simulated emergency situation during the practical examination as prescribed in the test.
Thus, candidates are recognized as meeting the practical train driving examination requirements for obtaining a urban railway train driving license when achieving a minimum of 60 points for each content specified in Article 61 Circular 15/2023/TT-BGTVT after deducting any violation points (if any) as outlined above.
Additionally, the maximum score for the practical train driving examination is set at 100 points for each content.

What are the requirements for the vehicles and routes for candidates undergoing the practical train driving examination to be recognized as meeting the requirements?
According to Article 60 Circular 15/2023/TT-BGTVT regarding vehicle and route requirements for candidates undergoing the examination:
Vehicle and Route Requirements
1. The examination vehicle must meet the requirements in Clause 2, Article 39 of this Circular and the following additional requirements:
a) For electric trains and diesel locomotives: Must pull the urban railway passenger train;
b) For specialized vehicles: If there is a carriage or trailer, it must pull the carriage or trailer.
2. Route requirements
a) Candidates must drive the train through at least 11 consecutive sections, following the timetable, speed orders, and current warnings; the first section is the trial run, the subsequent sections are used to assess the practical driving results;
b) For routes and trains equipped with automatic train control devices, in the first section, the automatic train control device must be in the on (ON) position; in the remaining sections, the automatic train control device must be in the off (OFF) position.
Thus, the examination vehicle must meet the following requirements:
- Ensure national technical standards on technical safety and environmental protection;- Have a vehicle registration certificate issued by a competent authority;- Have a certificate of quality, technical safety, and environmental protection for railway transport vehicles or a periodic technical safety inspection and environmental protection certificate for railway transport vehicles issued by a competent authority that is still valid;- For electric trains and diesel locomotives: Must pull the urban railway passenger train;- For specialized vehicles: If there is a carriage or trailer, it must pull the carriage or trailer.

What are the conditions for being issued a train driving examiner card?
According to Article 64 Circular 15/2023/TT-BGTVT, the conditions for issuing a train driving examiner card are specified.
The Vietnam Railway Authority issues examiner cards to individuals proposed by enterprises or train driving training institutions, if they meet the following conditions:
- Have completed a train driving examination professional training course according to the content and program prescribed by the Vietnam Railway Authority and have been assessed as meeting the standards by the training institution and issued a certificate.- Theoretical examiners must have at least a college level in railway specialization and a minimum of 3 years of relevant work experience in train driving.- Practical examiners must have at least 1 year of direct train driving experience.
