From November 25, 2023, what conditions must candidates for the national excellent student exam meet?
According to Article 4 of the Regulation on selecting national excellent students issued with Circular 17/2023/TT-BGDDT, the conditions for taking the national excellent student exam are stipulated as follows:
Subjects of the national excellent student exam
1. For the national excellent student selection exam:
a) Students currently studying at high school, with a conduct (or behavior) and academic (or learning capability) rating of good or higher as per the final results of the semester (or academic year) immediately preceding the exam and selected to the competition team of the competing unit;
b) Each candidate is only allowed to take one subject in one academic year.
2. For the Olympic team selection exam:
High school students belonging to one of the following categories:
a) Selected by the Ministry of Education and Training from among students who have won prizes in the national excellent student selection exam of the same academic year according to the principle of top-down by exam scores, ensuring the number of students selected for each subject does not exceed eight (08) times the number of students needed for the national team to participate in the international Olympic competition for that subject;
b) Did not participate in the national excellent student selection exam of the same academic year, but were members of the national team participating in regional Olympics; members of the national team participating in international Olympics in the previous academic year.
Thus, from November 25, 2023, candidates for the national excellent student exam must meet the following exam eligibility conditions:
- Students currently studying at high school;
- Have a conduct (or behavior) and academic (or learning capability) rating of good or higher as per the final results of the semester (or academic year) immediately preceding the exam and selected to the competition team of the competing unit;
Note: Each candidate is only allowed to take one subject in one academic year.

What is the deadline for submitting the list of candidates for the national excellent student selection exam?
According to Article 11 of the Regulation on selecting national excellent students issued with Circular 17/2023/TT-BGDDT, the establishment of the competition team is stipulated as follows:
Establishment of the competition team
1. For the national excellent student selection exam:
a) Competing units establish competition teams for their units' exams ensuring full compliance with the requirements set out in Clause 1, Article 4, and Clause 1, Article 12 of this regulation.
b) Competing units submit the registration of subjects, the number of candidates for each subject, the list of candidates for each subject to the Quality Management Department at least 30 days before the exam. After this period, no adjustments to the registered candidate list will be made.
2. For the Olympic team selection exam: The Ministry of Education and Training handles the selection and summoning of candidates to participate in the exam, meeting the requirements set out in Clause 2, Article 4, and Clause 2, Article 12 of this regulation.
Thus, the deadline for submitting the list of candidates for the national excellent student selection exam is at least 30 days before the exam.
After this period, no adjustments to the registered candidate list will be made.
How many candidates can be registered for each subject in the national excellent student exam?
According to Article 12 of the Regulation on selecting national excellent students issued with Circular 17/2023/TT-BGDDT, the number of candidates is stipulated as follows:
Number of candidates
1. For the national excellent student selection exam: Each competing unit can register a maximum of 10 candidates for each team for each subject (specifically, the competing units of Hanoi and Ho Chi Minh City can register a maximum of 20 candidates for each team).
2. For the Olympic team selection exam: The number of candidates for each subject annually is summoned by the Ministry of Education and Training, ensuring full compliance with the requirements set out in Clause 2, Article 4 of this regulation.
Thus, each competing unit can register a maximum of 10 candidates for each subject in the national excellent student exam.
However, for the competing units of Hanoi and Ho Chi Minh City, up to 20 candidates can be registered for each team.
What documents do candidates participating in the national excellent student selection exam from November 25, 2023, need?
According to Article 13 of the Regulation on selecting national excellent students issued with Circular 17/2023/TT-BGDDT, the documents of candidates participating in the national excellent student selection exam from November 25, 2023, include:
- Decision of the unit head on the establishment of competition teams for the national excellent student selection exam (accompanied by a list of students of each team);
- Academic records of the educational level (in the event the exam is organized before the end of the first semester of the academic year) or
The conduct (or behavior) and academic (or learning capability) rating results for the semester immediately preceding the exam for each candidate, certified by the school principal (in the event the exam is organized right after the end of the first semester of the academic year).
Note: Circular 17/2023/TT-BGDDT is effective from November 25, 2023.
