Can expired Citizen ID cards and ID cards be used until June 30, 2024?
On November 27, the National Assembly passed the 2023 Citizenship Law. To incorporate feedback from National Assembly Deputies, the Standing Committee of the National Assembly instructed amendments and additions to the transitional regulations for citizen ID cards and ID cards in Clause 3, Article 46 as follows: “Citizen ID cards and ID cards that expire from January 15, 2024, to before June 30, 2024, will continue to be valid until the end of June 30, 2024.”
Clause 2, Article 45 of the 2023 Citizenship Law is supplemented to stipulate the effective date as follows: “The provisions in Clause 3, Article 46 of this Law take effect from January 15, 2024”; simultaneously, some content of Article 45 and Article 46 has been amended for clarity, specificity, and alignment with practical circumstances.
Can expired Citizen ID cards and ID cards be used until June 30, 2024?
In which cases must citizens change their Citizen ID cards?
Clause 1, Article 23 of the 2014 Citizen ID Law stipulates the cases in which Citizen ID cards are to be issued or changed as follows:
- Citizen ID cards must be changed when the citizen is 25, 40, and 60 years old.- The card is damaged and unusable.- There are changes in the citizen's surname, middle name, or first name; physical characteristics.- Gender re-determination, place of origin changes.- Errors in the information on the Citizen ID card.- When the citizen requests it.
Additionally, Article 25 of the 2014 Citizen ID Law stipulates the time limits for changing the Citizen ID cards as follows:
From the date of receiving a complete application as prescribed in this Law, the citizen ID management authority must issue, change, or reissue Citizen ID cards within the following time limits:
- In cities and district-level towns, no more than 07 working days for new issuance and changes; no more than 15 working days for reissuance.- In mountainous districts, border areas, and islands, no more than 20 working days for all cases.- In other areas, no more than 15 working days for all cases.- According to the administrative reform roadmap, the Minister of Public Security stipulates the reduction of the time limit for issuing, changing, and reissuing Citizen ID cards.
Where can citizens change their Citizen ID cards?
Article 26 of the 2014 Citizen ID Law stipulates the locations for issuing, changing, and reissuing Citizen ID cards as follows:
Locations for issuing, changing, and reissuing Citizen ID cards
Citizens can choose one of the following locations to complete the procedures for issuing, changing, and reissuing Citizen ID cards:
1. The Citizen ID management authority of the Ministry of Public Security;
2. The Citizen ID management authority of the Public Security Department of provinces and centrally-run cities;
3. The Citizen ID management authority of the Public Security of districts, towns, district-level towns, provincial cities, and equivalent administrative units;
4. The Citizen ID management authority with jurisdiction to organize procedures for issuing Citizen ID cards at communes, wards, commune-level towns, agencies, units, or at the citizen’s residence in necessary cases.
Citizens can choose one of the following locations to complete the procedures for issuing, changing, and reissuing Citizen ID cards:
(1) The Citizen ID management authority of the Ministry of Public Security;
(2) The Citizen ID management authority of the Public Security Department of provinces and centrally-run cities;
(3) The Citizen ID management authority of the Public Security of districts, towns, district-level towns, provincial cities, and equivalent administrative units;
(4) The Citizen ID management authority with jurisdiction to organize procedures for issuing Citizen ID cards at communes, wards, commune-level towns, agencies, units, or at the citizen’s residence in necessary cases.
In which cases can Citizen ID cards be revoked?
Article 28 of the 2014 Citizen ID Law stipulates the revocation and temporary seizure of Citizen ID cards as follows:
Revocation and temporary seizure of Citizen ID cards
1. Citizen ID cards will be revoked in cases where citizens are stripped of Vietnamese nationality, renounce Vietnamese nationality, or have decisions granting Vietnamese nationality annulled.
2. Citizen ID cards will be temporarily seized in the following cases:
a) Persons who are subject to decisions on being sent to reformatory schools, compulsory education centers, or compulsory rehabilitation centers;
b) Persons who are detained, remanded, or serving prison sentences.

Thus, according to the above regulations, Citizen ID cards will be revoked in cases where citizens are stripped of Vietnamese nationality, renounce Vietnamese nationality, or have decisions granting Vietnamese nationality annulled.
