Based on Article 10 of Circular 08/2023/TT-BKHDT which stipulates the principles for salary classification of statistical official ranks:
Principles for Salary Classification of Statistical Official Ranks
1. The appointment and salary classification into statistical official ranks specified in this Circular must be based on the job position, responsibilities, tasks, and professional skills undertaken by the official.
2. When appointing to corresponding statistical official ranks, it is not allowed to combine salary grade promotion or official rank promotion.

Basis for Appointment and Salary Classification into Statistical Official Ranks as Prescribed
What are the Responsibilities of Statistical Officials?
(1) Senior Statistician as stipulated in Clause 1, Article 5 of Circular 08/2023/TT-BKHDT has the following responsibilities:
- Responsible for research, comprehensive advice, appraisal, policy formulation, and strategy regarding the field of statistics;
- Undertake leadership tasks, direct the organization and implementation of policies, laws, and significant statistical activities;
(2) Principal Statistician as stipulated in Clause 1, Article 6 of Circular 08/2023/TT-BKHDT has the following responsibilities:
- Responsible for research and policy development;
- Carry out leadership tasks, direct the organization and implementation of statistical activities according to statistical methodologies and legal regulations.
(3) Statistician as stipulated in Clause 1, Article 7 of Circular 08/2023/TT-BKHDT has the responsibility to perform statistical activities according to statistical methodologies as assigned and comply with legal regulations.
(4) Intermediate Statistician as stipulated in Clause 1, Article 8 of Circular 08/2023/TT-BKHDT has the following responsibilities:
- Perform a number of tasks in collecting, summarizing, analyzing, and disseminating statistical information;
- Preserve statistical information according to statistical methodologies and legal regulations.
(5) Assistant Statistician as stipulated in Clause 1, Article 9 of Circular 08/2023/TT-BKHDT has the following responsibilities:
- Perform one or several specific tasks in collecting, summarizing, and disseminating statistical information;
- Preserve statistical information as assigned by the leadership within the assigned scope.
What Are the Professional Competence Standards for a Senior Statistician?
According to Clause 3, Article 5 of Circular 08/2023/TT-BKHDT which stipulates the senior statistician:

3. Professional Competence Standards
a) Be well-versed in the guidelines and policies of the Communist Party and laws of the State related to statistics, national socio-economic development plans, and international integration; grasp the statistical development strategy and statistical professional knowledge and skills.
b) Have the capability to research and draft legal documents, projects, programs; advising on strategy, planning, policy formulation associated with the sector or locality's professional work.
c) Have the capability to organize effective coordination with other relevant agencies in performing statistical tasks.
d) Possess the ability to aggregate, analyze, forecast statistics, systematize professional statistical activities to propose solutions to enhance the effectiveness of statistical work.
e) Have drafting, presenting, defending, and implementing projects, related programs, and strategies skills in statistical work for ministries, central authorities, and localities.
f) Have the ability to conduct independent scientific research and apply technological advancements, and advanced statistical methodologies in statistical activities.
g) Possess basic IT skills and be proficient in foreign languages or ethnic minority languages if working in ethnic minority areas as required by the job position.

Thus, a senior statistician must meet the following professional competence standards:
