According to the regulations, public disclosure contents of the People's Public Security in ensuring traffic order and safety are specifically stipulated in Article 5 Circular 67/2019/TT-BCA as follows:
- In patrolling, controlling, and handling administrative violations:
+ Procedures for patrolling, controlling, and handling administrative violations;
+ Name of the agency, address, standby phone number, suggestion box of the Police agency tasked with patrolling, controlling, and handling administrative violations;
+ Uniforms, insignia of the People's Public Security and publicly disclosed technical vehicles, equipment, and support tools as stipulated;
+ General plans for controlling traffic vehicles, patrolling, controlling, handling violations by thematic traffic plans, regular patrolling, and controlling plans, including specific contents: name of the unit; route; types of vehicles and violations to be controlled, handled; implementation time;
+ Tasks and powers of officers when performing patrolling, controlling, and handling administrative violations;
+ Rights and obligations of citizens when officers and soldiers perform inspections, controls, and handle administrative violations.
- Vehicle registration and issuance of license plates:
+ Procedures for vehicle registration and license plate issuance;
+ Name of the agency, address, working hours, standby phone number, suggestion box of the Police agency tasked with registration and issuance of license plates;
+ Uniforms, insignia of the People's Public Security officers tasked with vehicle registration and issuance of license plates;
+ Registration fees;
+ Violations and penalties for violations regarding vehicle registration and license plate issuance;
+ Responsibilities of the Police agency and officers tasked with vehicle registration;
+ Rights and obligations of citizens when implementing the regulations on vehicle registration and license plate issuance.
- Commanding and controlling traffic:
+ Procedures for commanding and controlling traffic;
+ Uniforms, insignia of the People's Public Security and publicly disclosed technical vehicles, equipment, and support tools as stipulated;
+ Tasks and powers of officers when performing commanding and controlling traffic duties;
+ Routes with restricted or prohibited vehicles, types of traffic vehicles when there are requirements to ensure security, order, and social safety.
- Investigating and resolving traffic accidents:
+ Procedures for investigating and resolving traffic accidents;
+ Tasks and powers of officers when investigating and resolving traffic accidents;
+ Responsibilities of individuals, agencies, and organizations when a traffic accident occurs.
Simultaneously, according to Article 6 Circular 67/2019/TT-BCA, based on the characteristics, nature, and content to be disclosed, the Police agency applies one or several of the following forms of disclosure:
- Posting on the Police agency's electronic portal or website.
- Publishing in the Government Gazette.
- Posting at the Police agency's office.
- Public disclosure through mass media.
- Through citizen reception; press conferences; press releases; activities of spokespersons in the People's Public Security according to the law.
Thus, according to the above regulations, citizens have the complete right to know the thematic patrol and control plans of the Traffic Police. However, they are not allowed to request or directly check or view thematic plans and schedules when working with the Traffic Police. They can only view the thematic plans of the Traffic Police through one of the above methods.

In which cases are traffic police allowed to stop traffic vehicles?
According to Clause 1, Article 16 Circular 65/2020/TT-BCA, there are specifically 04 cases in which Traffic Police are allowed to stop traffic vehicles for control, including:
- Direct detection or through professional technical devices detecting, recording traffic law violations and other law violations.
- Executing orders, general control plans of road traffic vehicles, patrol plans, controlling, and handling violations by approved thematic plans from competent authorities.
- Written requests from heads, deputy heads of investigative agencies; written requests from related functional agencies on stopping traffic vehicles for control to ensure security, order, fight against crimes, and other legal violations. The written request must specify the time, route, stopped traffic vehicles for control, and participating coordination force.
- Reports, reflections, suggestions, and complaints from organizations and individuals about law violations by people and vehicles participating in road traffic.
Thus, the Traffic Police have the right to stop vehicles for checks according to orders, general control plans of road traffic vehicles, or thematic inspection plans.
Are citizens allowed to contribute their opinions on traffic order and safety activities?
According to Article 7 Circular 67/2019/TT-BCA, it is stipulated that citizens are allowed to contribute their opinions on traffic order and safety activities in the following cases:
- Contributing opinions on policies, measures, and initiatives to ensure traffic order and safety.
- Contributing opinions on draft legal documents about traffic order and safety activities (for documents that must be consulted with the public according to the law).
- Contributing opinions on the conduct rules of the People's Public Security when performing tasks; proposing to commend and reward good examples; reflecting and proposing cases where officers and soldiers lack responsibility, violating the law regulations when performing tasks.
