According to the provisions of Article 14 of Decree 59/2022/ND-CP, the registration and activation guidelines for the electronic identification account on https://vneid.gov.vn/ are specified as follows:

2. Registration for a Level 2 electronic identification account
a) For citizens who have been issued an electronic chip-integrated Citizen Identification Card:
Citizens shall go to the commune-level police (commune, ward, town) or the place where the Citizen Identification Card issuance procedures are made to apply for an electronic identification account. Citizens shall present their electronic chip-integrated Citizen Identification Card, provide information about their phone number or email address, and request the addition of integrated information into the electronic identification account.
The officer shall input the information provided by the citizen into the electronic identification and authentication system; take a portrait photo, and collect the citizen's fingerprints for authentication with the Citizen Identification Database and affirm the consent to register for the creation of an electronic identification account.
The electronic identification management authority shall notify the registration results via the VNelD application, SMS, or email.
b) The Police authority shall issue a Level 2 electronic identification account along with the electronic chip-integrated Citizen Identification Card for citizens who have not been issued such a card.
Thus, according to the above provisions, citizens can register for a Level 2 electronic identification account at their temporary residence, regardless of whether they have an electronic chip-integrated Citizen Identification Card or not.
(1) For those who already have a valid electronic chip-integrated Citizen Identification Card:
- Citizens can directly go to any of the following units (not necessarily according to the permanent or temporary residence) to register for a Level 2 electronic identification account:
+ Administrative and Social Order Management Police Team - District/County/Town/Provincial City Police
+ Administrative and Social Order Management Police Department - Provincial/City Police
+ Specifically for centrally-governed cities: Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, and Can Tho, citizens can conduct procedures to issue a Level 2 electronic identification account at commune-level police units (commune, ward, town).
(2) For those who do not have an electronic chip-integrated Citizen Identification Card:
Citizens can directly go to any of the following units (according to the permanent or temporary residence) to register for a Level 2 electronic identification account:
+ Administrative and Social Order Management Police Team – District/County/Town/Provincial City Police.
+ Administrative and Social Order Management Police Department – Provincial/City Police.

What is the procedure for registering a Level 2 electronic identification account for Vietnamese citizens?
According to clause 2 of Article 14 of Decree 59/2022/ND-CP, the procedure for registering a Level 2 electronic identification account for Vietnamese citizens is implemented as follows:
- For citizens who have been issued an electronic chip-integrated Citizen Identification Card:
Step 1: Citizens shall go to the commune-level police (commune, ward, town) or the place where the Citizen Identification Card issuance procedures are made to apply for an electronic identification account.
Step 2: Citizens shall present their electronic chip-integrated Citizen Identification Card, provide information about their phone number or email address, and request the addition of integrated information into the electronic identification account.
Step 3: The officer shall input the information provided by the citizen into the electronic identification and authentication system; take a portrait photo, and collect the citizen's fingerprints for authentication with the Citizen Identification Database and affirm the consent to register for the creation of an electronic identification account.

How long does it take to process the issuance of a Level 2 electronic identification account for Vietnamese citizens?
According to Article 17 of Decree 59/2022/ND-CP, the processing time for issuing an electronic identification account is specified as follows:
Processing time for issuing an electronic identification account
From the date of receiving a complete and valid application as prescribed in this Decree, the police authority shall be responsible for processing the issuance of an electronic identification account within the following time limits:
1. For Vietnamese citizens who already have an electronic chip-integrated Citizen Identification Card: No more than 01 working day for Level 1 electronic identification account issuance, no more than 03 working days for Level 2 electronic identification account issuance. For Vietnamese citizens who do not have an electronic chip-integrated Citizen Identification Card: No more than 07 working days.
2. For foreigners: No more than 01 working day for Level 1 electronic identification account issuance; no more than 03 working days for Level 2 electronic identification account issuance with available portrait photo and fingerprint information in the National Immigration Database; no more than 07 working days for Level 2 electronic identification account issuance without available portrait photo and fingerprint information in the National Immigration Database.
3. For organizations:
a) No more than 01 working day for cases where the information to be authenticated about the organization is already available in the national database or specialized database.
b) No more than 15 days for cases where the information to be authenticated about the organization is not available in the national database or specialized database.
Thus, according to the above provisions, the processing time for issuing a Level 2 electronic identification account is no more than 03 working days, and for Vietnamese citizens who do not have an electronic chip-integrated Citizen Identification Card, it is no more than 07 working days.
