System of gifted schools
1. The system of gifted schools includes gifted schools of provinces and centrally affiliated cities (hereinafter referred to as provincial gifted schools) and gifted schools affiliated to higher education institutions.
2. Each province, centrally affiliated city has at least 01 (one) gifted school.
Thus, according to the above regulations, each province and centrally affiliated city has at least 01 (one) gifted school.

Pursuant to Clause 1, Article 6 of the Regulation on organization and operation of upper secondary schools for the gifted, promulgated together with Circular No. 05/2023/TT-BGDDT, stipulating as follows:
Incentive policies for administrators, teachers, staff and students
1. Administrators, teachers and staff of gifted schools are entitled to incentive policies according to the Government's regulations.
People's Committees of provinces (for provincial gifted schools), higher education institutions (for gifted schools affiliated to higher education institutions) shall, according to the provisions of law, on their own or seeking approval from competent authorities to, decide on policies to supplement the incentives and rewards for administrators, teachers and staff who achieve outstanding performance as to their assigned tasks.
2. Students of gifted schools who have won prizes in excellent student competitions in academic subjects; national and international science and technology competitions will be considered for scholarships and receive commendation as prescribed.
People’s Committees of provinces (for provincial gifted schools), higher education institutions (for gifted schools affiliated to higher education institutions) shall decide on policies on supplementing the scholarship and commendation for students who achieve excellent performance in study and practice, have achievements in excellent student competitions in academic subjects; national and international science and technology competitions.
3. The direct admission, priority consideration for admission to domestic higher education institutions, and sending students for training to overseas higher education institutions for gifted schools shall comply with the regulations of the Ministry of Education and Training.
Thus, according to the above provisions, administrators, teachers and staff of gifted schools are entitled to incentive policies according to the Government's regulations.

How are gifted schools in Vietnam given priority in investment in education quality assurance?
Pursuant to Clause 1, Article 5 of the Regulation on organization and operation of upper secondary schools for the gifted, promulgated together with Circular No. 05/2023/TT-BGDDT, stipulating as follows:
Policy on investment in education quality assurance
1. Gifted schools are given priority in the following:
a) Arrange administrators, teachers and employees to meet the prescribed payroll quotas and standards;
b) Invest in building synchronous and modern material facilities and teaching equipment in accordance with law;
c) Allocate regular funding according to the provisions of law to ensure educational activities;
d) Invite teachers, lecturers, local and foreign experts to give lectures, provide professional training, and guide scientific research for administrators, teachers and students according to regulations;
dd) Gifted schools affiliated to higher education institutions are allowed to use facilities, teaching equipment, laboratories, practice room and utilize lecturers of higher education institutions to teach students.
Thus, gifted schools are given priority in the following:
- Arrange administrators, teachers and employees to meet the prescribed payroll quotas and standards;
- Invest in building synchronous and modern material facilities and teaching equipment in accordance with law;
- Allocate regular funding according to the provisions of law to ensure educational activities;
- Invite teachers, lecturers, local and foreign experts to give lectures, provide professional training, and guide scientific research for administrators, teachers and students according to regulations;
- Gifted schools affiliated to higher education institutions are allowed to use facilities, teaching equipment, laboratories, practice room and utilize lecturers of higher education institutions to teach students.
In addition, on property, according to Article 7 of the Regulation on organization and operation of upper secondary schools for the gifted promulgated together with Circular No. 05/2023/TT-BGDDT, stipulating as follows:
Property of the gifted school
Gifted schools are entitled to investment in facilities and equipment like upper-secondary schools in accordance with the regulations for national standard schools, and also in the following:
1. Study rooms, study supporting rooms with sufficient quantity and standards with synchronous equipment, adequately qualified for teaching 02 (two) sessions/day.
2. Modern and synchronous teaching equipment serving the teaching of gifted students and the organization of cultural, artistic and scientific research activities of teachers and students.
3. Dormitories, canteens for students who are in need of boarding accommodations.
4. Official houses for teachers.
5. Stadiums, multi-purpose houses, swimming pools and other sports equipment and facilities.
Thus, the gifted schools will be given priority to invest in the following property:
- Study rooms, study supporting rooms with sufficient quantity and standards with synchronous equipment, adequately qualified for teaching 02 (two) sessions/day.
- Modern and synchronous teaching equipment serving the teaching of gifted students and the organization of cultural, artistic and scientific research activities of teachers and students.
- Dormitories, canteens for students who are in need of boarding accommodations.
- Official houses for teachers.
