b) Used as a basis for assessment before ranking, appointing, reappointing, planning, transferring, or rotating, with priority given to officials with innovative thinking and effective creative methods;
c) Considered as having excellent achievements in public service activities for examination in official rank promotion; eligible for a 12-month early salary increase according to the law for completed innovative proposals;
d) Motivated and encouraged by other forms appropriate to the regulations of the Communist Party and the laws of the State.
2. Officials, individuals, and organizations implementing proposals may be promptly equipped with facilities, equipment, manpower, and funds to ensure the execution of approved proposals based on specific circumstances.

Measures to protect officials
1. Officials implementing innovative proposals falling under the case specified in point a, Clause 2, Article 5 of this Decree shall not be held liable according to relevant laws.
2. Officials implementing innovative proposals that do not fully achieve the set objectives or only partially achieve them but are considered by the employing agency to have followed the correct guidelines, with clear motives for the common good as regulated in point b, Clause 2, Article 5 of this Decree shall be exempted from liability according to relevant laws.
3. Officials implementing innovative proposals that do not fully achieve the set objectives, or only partially achieve them, causing damage but considered by the employing agency to have followed the correct guidelines, with clear motives for the common good as regulated in point b, Clause 2, Article 5 of this Decree shall be considered for exemption, reduction, or lighter liability according to relevant laws.
4. The agency and the head of the agency that permits the implementation of innovative proposals must promptly assess and evaluate the implementation results, clearly identify objective and subjective causes, and comprehensively assess the cases specified in Clauses 1, 2, and 3 of this Article.

- Depending on the nature, extent, and consequences of the violation, they may be disciplined, administratively sanctioned, or criminally prosecuted; if causing damage, they must compensate according to the law for entities with one of the following acts of violation:
+ Taking advantage of the policies and measures to encourage and protect officials to commit or cover up acts of corruption, negativity, profiteering, violating the discipline of the Communist Party and the laws of the State, or affecting the implementation of political tasks, negatively impacting people's lives, and the production and business activities of enterprises.
+ Obstructing, causing difficulties, insulting the honor and dignity of dynamic and creative officials, agencies, organizations, and related individuals in the process of proposing, implementing, and completing proposals for the common good.
+ Holding liable dynamic and creative officials, agencies, organizations, and related individuals for proposals evaluated as completed as stipulated in Article 18 of this Decree.
- Depending on the nature, extent, and consequences of the violations, they will be considered and handled according to the law for officials, individuals, and organizations implementing innovative proposals with one of the following acts of violation:
+ Avoiding or shifting responsibility in the procedure and approval process and the implementation of innovative proposals.
+ Not complying with assignments from the agency or organization regarding the implementation of proposals; not implementing the proposals approved by the employing agency;
Not complying with the directions of the employing agency regarding continuing, stopping, or terminating the implementation of proposals; taking advantage of implementing proposals to avoid, shift, or be irresponsible when carrying out other assigned tasks according to laws, internal regulations, and rules of the agency.
