What are the responsibilities of the Provincial Police in enforcing criminal judgments?
As stipulated in Clause 1, Article 22 of Circular 65/2019/TT-BCA regarding this matter, as follows:
Responsibilities of the Provincial Police
1. The Provincial Police shall organize the management of criminal enforcement in the community within their jurisdiction, with the following responsibilities:
a) Advise the People's Committee at the same level to organize criminal enforcement in the community within their jurisdiction;
b) Coordinate with local departments and agencies in performing the task of criminal enforcement in the community;
c) Direct the criminal enforcement agency of the Provincial Police, the Department of Criminal Enforcement and Judicial Assistance Police, the District-level Police, and the Commune-level Police to implement criminal enforcement in the community;
d) Direct subordinate units of the Provincial Police to cooperate with the Department of Criminal Enforcement and Judicial Assistance Police in implementing criminal enforcement in the community;
e) Allocate officers to perform the task of criminal enforcement in the community in accordance with the requirements of the task and the actual situation of the local police;
f) Ensure funding and necessary conditions regarding infrastructure, equipment for the task of criminal enforcement in the community as prescribed by law and the Ministry of Public Security;
g) Perform other tasks related to criminal enforcement in the community.

According to Clause 2, Article 22 of Circular 65/2019/TT-BCA specifying the responsibilities of the Department of Criminal Enforcement and Judicial Assistance Police, the responsibilities include:
- Advising and assisting the Director of the Provincial Police, the Head of the Provincial-level criminal enforcement agency in executing tasks related to criminal enforcement in the community;- Performing duties and powers of the Provincial-level criminal enforcement agency in criminal enforcement in the community;- Implementing legal documents and instructions, directives from higher authorities on criminal enforcement in the community;- Guiding and inspecting the District Police, Commune People's Committees, and Commune-level Police in criminal enforcement in the community;- Coordinating with the People's Court, the People's Procuracy at the same level, and other units under the Provincial Police in criminal enforcement in the community;- Propagating, disseminating, and educating the law on criminal enforcement in the community;- Training and fostering knowledge and skills in criminal enforcement in the community;- Complying with and executing the supervision, inspection, and audit requirements on criminal enforcement in the community as prescribed by law;- Reporting and compiling statistics on criminal enforcement in the community;- Organizing the issuance of forms, records for criminal enforcement in the community;- Managing databases, professional software on the management of criminal enforcement in the community;- Performing other tasks related to criminal enforcement in the community as per the functions, tasks, and directives of the Director of Provincial Police.
What are the responsibilities of officers performing criminal enforcement duties at the criminal enforcement agency of the District Police?
Based on Clause 3, Article 23 of Circular 65/2019/TT-BCA stipulating the responsibilities of officers performing criminal enforcement duties assigned by the Head of the District-level criminal enforcement agency to enforce criminal judgments in the community, the responsibilities include:
- Assisting the Head of the District-level criminal enforcement agency in enforcing criminal judgments in the community by locality and subjects as assigned;- Preparing files, supplementing documents to the enforcement dossier as per the Law on Criminal Enforcement and professional file procedures of the Ministry of Public Security;- Receiving management, supervision records, and educating persons serving sentences as handed over by the Commune People's Committees as prescribed;- Participating in meetings to review persons serving sentences when requested;- Guiding and inspecting Commune-level Police in advising and assisting Commune People's Committees in managing, supervising, and educating persons serving sentences;- Performing other tasks related to criminal enforcement in the community.
