Who are the Officials of the Red Cross Society of Vietnam?

Based on Clause 1, Article 17 of the Charter of the Red Cross Society of Vietnam issued together with Decision 282/QD-TTg of 2018, the officials of the Red Cross Society are stipulated as follows:

Officials of the Society are individuals elected by the Society’s Congress or mobilized, transferred, assigned, recruited, and appointed to the positions of the Society’s officials by the competent authority to carry out the regular tasks of the Society.

Based on the provisions of Clause 2, Article 17 of the Charter of the Red Cross Society of Vietnam issued together with Decision 282/QD-TTg of 2018, the officials of the Red Cross Society of Vietnam include:

- The officials consist of full-time officials and part-time officials.

- Full-time officials are those who undertake regular tasks in the organization of the Society, are elected by the Society’s Congress or recruited and appointed by the competent authority of the Society; enjoy all benefits as prescribed by the State and the Society; and are tasked with completing the assigned tasks, strictly following the policies and laws of the State and the regulations of the Society.

- Part-time officials are individuals working concurrently, elected by the Society’s Congress but do not undertake regular tasks in the organization of the Society; recognized or appointed by the competent authority of the Society.

Based on the provisions of Article 18 of the Charter of the Red Cross Society of Vietnam issued together with Decision 282/QD-TTg of 2018, the members of the Red Cross Society of Vietnam include:

- Members of the Society include: individual members and collective members.

- Individual members are Vietnamese people who are 16 years of age or older, agree with the Charter of the Society, voluntarily join the Society, pay membership fees, participate in the organization’s activities, and fulfill all the responsibilities of individual members, then are recognized as members of the Red Cross Society of Vietnam.

- Collective members are organizations, businesses, units both within and outside the country that agree with the Charter of the Society, voluntarily join the Society, pay membership fees, fulfill all the responsibilities of collective members, and participate in the organization’s activities, then are recognized as collective members of the Red Cross Society of Vietnam.

What are the Duties and Rights of Members of the Red Cross Society?

Based on the provisions of Article 19 of the Charter of the Red Cross Society of Vietnam issued together with Decision 282/QD-TTg of 2018, the duties and rights of members of the Red Cross Society are stipulated as follows:

Members have the following duties:

- Comply with the policies and laws of the State; adhere to the Charter and resolutions of the Society; propagate the principles and purposes of the Society.

- Actively participate in the activities of the Society; assist and encourage assistance to those in difficulty; unite and help each other in times of hardship.

- Participate in building a strong Society and pay membership fees as prescribed.

Individual members have the following rights:

- To stand for election, be nominated to the leadership of the Society.

- To propose, discuss, vote, and supervise the activities of the Society.

- To participate in activities, be informed about the Society.

- To have their legitimate rights and interests protected by the Society and be assisted when in difficulty; to be commended as prescribed by the Society and the State.

- If sustaining damage to property, health, or life during Red Cross activities, they will be considered for policy resolution according to the law.

- To resign as members when they no longer meet the participation criteria.

Collective members have the following rights:

- To have their legitimate and legal interests protected when participating in humanitarian activities of the Society; to be commended as prescribed by the Society and the State.

- To use their organization's logo in certain Red Cross activities where the organization has made contributions.

- To resign as members when they no longer meet the participation criteria.

What are the Conditions and Titles for Red Cross Volunteers?

Based on Clause 1, Article 20 of the Charter of the Red Cross Society of Vietnam issued together with Decision 282/QD-TTg of 2018, the conditions for Red Cross volunteers are as follows:

- Red Cross volunteers are Vietnamese citizens aged 18 and above.

- They must comply with the Charter of the Society, the fundamental principles of the International Red Cross and Red Crescent Movement, and the regulations in the Red Cross Volunteer Regulations of Vietnam;

- They must have the ability and conditions to participate in humanitarian activities organized by the Society.

- Red Cross volunteers have the following titles:
