- Develop a professional pay scale system according to the rank of officials and professional titles of public employees, applicable to public employees not holding leadership positions; each rank of officials and professional titles of public employees will have multiple salary grades based on the principle: Jobs of the same complexity will have the same salary; higher-than-normal working conditions and professional incentives will be implemented through professional allowances; rearrange the ranks and number of grades in the ranks of officials and professional titles of public employees, encouraging officials and public employees to improve their professional expertise.*** Appointing officials to a rank or professional title must be linked to the job position and the rank of officials and professional titles of public employees managed by the agency, organization, or unit managing the officials and public employees.***

d) Rearrange current allowance policies to ensure that the total amount of allowances does not exceed 30% of the total salary fund
- Continue to implement concurrent duty allowances; above-frame seniority allowances; area allowances; job responsibility allowances; mobility allowances; service allowances for security and defense, and specific allowances for armed forces (military, police, cipher).
- Combine professional incentive allowances, professional responsibility allowances, and hazardous, dangerous allowances (collectively referred to as professional allowances) applicable to officials and public employees in occupations or jobs with higher-than-normal working conditions and with appropriate state incentive policies (education and training, healthcare, courts, prosecution, civil judgment execution, inspection, auditing, customs, forest protection, market management, etc.). Combine special allowances, attraction allowances, and long-term work allowances in areas with exceptionally difficult socio-economic conditions into allowances for work in particularly difficult areas.
- Abolish professional seniority allowances (except for military, police, cipher to ensure salary correlation with officials); leadership position allowances (since leadership positions in the political system are implemented by job position salaries); party, political-social union work allowances; service allowances (since they have been included in the basic salary); hazardous and dangerous allowances (since higher-than-normal working conditions are covered by professional allowances).
Thus, depending on the subject, job position, and professional title, officials, public employees, and armed forces will receive different types of salary allowances. Officials and public employees who fall under any allowance category will receive that respective allowance.
When implementing salary reform from July 1, 2024, public officials can still receive types of allowances such as: concurrent duty allowances; above-frame seniority allowances; area allowances; job responsibility allowances; mobility allowances; service allowances for security and defense, and specific allowances for armed forces (military, police, cipher), allowances for work in particularly difficult areas.

Do not link officials' and public employees' salaries to the drafting, amending, or supplementing of non-salary policy regulations. Research to regulate non-salary allowance packages (car, phone...). Only issue new policies when resources for implementation are allocated and balanced.
