Salary Reform 2024: New Salaries Will Not Be Lower Than Current Salaries for Officials and Public Employees and the Armed Forces?
Salary Reform 2024 according to Resolution 27: Will the new salary be no less than the current salary for officials and public employees, and the armed forces?
This morning, October 14, ahead of the Sixth Session of the 15th National Assembly, National Assembly Chairman Vuong Dinh Hue and the National Assembly delegation of Hai Phong city met with voters of Do Son district.
During the meeting, National Assembly Chairman Vuong Dinh Hue stated that salary reform is a major issue.
While awaiting the continued implementation of the salary policy reform roadmap, the National Assembly has decided to increase the statutory pay rate to 1.8 million VND starting from July 1, 2023, to help officials and public employees, and the armed forces improve their income and quality of life.
Regarding resources, the Chairman of the National Assembly announced:
"So far, we have prepared approximately 500 trillion VND for the implementation of salary policy reform."
From now until the proposed implementation date of July 1, 2024, efforts will focus on completing job positions, titles, and work positions as a basis for salary reform.
The Chairman emphasized that the spirit of salary policy reform is based on the principle that the new salary must not be lower than the current salary. It is expected that after 2024, the salary will increase by 5-7% annually to gradually bring public sector wages on par with those in the production sector.
From now to the expected implementation date of salary policy reform on July 1, 2024, relevant agencies are focusing on finalizing the draft policy, salary scale system, etc.
Compared to the current salary, the new salary upon implementation of the salary reform will ensure it is not lower.

What is the specific roadmap for salary reform from 2021 to 2025 and the vision to 2030?
According to Resolution 27-NQ/TW in 2018, specific goals for salary reform from 2021 to 2025 and the vision to 2030 are set out as follows:
* For the public sector
- From 2021, new unified salary policies for officials and public employees, the armed forces in the entire political system are applied.
- In 2021, the minimum salary for officials and public employees will be equal to the average minimum salary of the regions in the enterprise sector.
- Periodically adjust the salary level in accordance with the consumer price index, economic growth rate, and state budget capacity.
- By 2025, the minimum salary for officials and public employees will be higher than the average minimum salary of the regions in the enterprise sector.
- By 2030, the minimum salary for officials and public employees will be equal to or higher than the minimum salary of the highest region in the enterprise sector.
* For the enterprise sector
- From 2021, the state periodically adjusts the regional minimum wage based on recommendations from the National Wage Council. Enterprises will implement salary policies based on negotiations and agreements between employers and employees and employee representatives. The state will not directly intervene in enterprise salary policies.
- Manage labor and salaries in state-owned enterprises through a salary cost contract method linked to the enterprise's production and business tasks until 2025 and gradually transition to a task-based contract method by 2030.
On what factors is the new salary scale according to Resolution 27 based?
At point c clause 3.1 Section II of Resolution 27/NQ-TW in 2018, there are 05 main factors for constructing the new salary scale as follows:
- Abolition of the current statutory pay rate and salary coefficient, creating a basic salary with a specific monetary value in the new salary scale.
- Implementing uniform labor contract policies according to the Labor Code (or service provision contracts) for those doing administrative or support work (requiring training levels below intermediate), not applying the salary scale for officials and public employees to these subjects.
- Determining the minimum salary level for officials and public employees in the public sector as the salary for those doing work that requires intermediate training level (grade 1), not lower than the minimum salary for trained workers in the enterprise sector.
- Expanding the salary relationship to serve as a basis for determining specific salary levels in the salary scale system, gradually approaching the salary relationship of the enterprise sector in line with the state's resources.
- Completing policies on regular and early salary grade increases for officials and public employees, and the armed forces in accordance with the new salary scale.
