According to Article 11 of Decision 1496/QD-BTP in 2022 on how to determine achievements to consider a pay raise ahead of schedule due to outstanding achievements as follows:

"Article 11. How to determine achievements to consider a pay raise ahead of schedule due to excellent achievements
1. Achievements for consideration of pay raise ahead of schedule are determined according to the time of issuance of the decision on recognition of achievements in the last 6 years for the required official ranks, professional titles and training from college or higher and the last 4 years for the ranks of officials, professional titles of public employees requiring a training level of intermediate or lower as of December 31 of the year of consideration for pay raise ahead of schedule.
2. In case the salary level has been raised before the schedule, all achievements before the date of the decision of pay raise ahead of schedule within the period (6 years or 4 years) specified in Clause 1 of this Article shall not be counted to consider the next pay raise ahead of schedule.
3. The consideration of pay raise ahead of schedule is based on the highest achievements achieved by officials, public employees and employees; if the highest achievement is equal, other achievements shall be considered; in case there are many people with equal achievements, the order of priority specified in Article 13 of this Regulation shall prevail."

What are the standards, levels of excellence achievements in task performance, and the timelines for pay raise in Vietnam?

According to Article 12 of Decision 1496/QD-BTP in 2022, it is stipulated as follows:

"Article 12. Standards and levels of excellent achievements in task performance and time for pay raise ahead of schedule corresponding to achievement levels
1. Consider pay raise 12 months ahead of schedule for officials, public employees and employees who have excellent achievements in performing their tasks and are recognized and rewarded by a competent state agency in one of the lists the following emulation marks or forms of commendation:
a) Medals (all kinds);
b) The title of Hero of Labor;
c) The title of People's Teacher; The title of Distinguished Teacher;
d) Ho Chi Minh Prize; State Award;
dd) The title of National Emulation Fighter;
e) Certificate of merit from the Prime Minister;
g) Three (03) Certificates of Merit at the ministerial, branch, provincial or central mass organizations level (with three different achievements) or more;
h) Four (04) years of winning the title of Grassroots Emulation Fighter or more.
2. Consider pay raise 09 months ahead of schedule for officials, public employees and employees who have made excellent achievements in performing their tasks and are recognized and rewarded by a competent state agency in one of the lists the following emulation marks or forms of commendation:
a) Two (02) Certificates of Merit at the ministerial, branch, provincial or central level;
b) Won the title of Emulation Fighter at the ministerial, branch, provincial and central mass organizations;
c) Three (03) years of winning the title of Grassroots Emulation Fighter.
3. Consider pay raise 06 months ahead of schedule for officials, public employees and employees who have made excellent achievements in performing their tasks and have been recognized and rewarded by a competent state agency in one of the lists:
a) Certificate of merit at the ministerial, branch, provincial or central level;
b) Two (02) years of winning the title of grassroots emulation fighter.
4. Reward achievements of higher value can replace those of lower value as a basis for determining the level of achievement corresponding to the period of salary increase ahead of time. In case officials, public employees and employees in the same (01) year both win the title of Grassroots Emulation Fighter and receive the Minister's Certificate of Merit for outstanding achievements in their work (regular commendation yearly), only one (01) of the two (02) achievements will be counted in the achievement for consideration of pay raise ahead of schedule."

What is the order of priority to consider pay raise ahead of schedule in Vietnam?

According to Article 13 of Decision 1496/QD-BTP in 2022, it is stipulated as follows:

"Article 13. Order of priority for consideration of pay raise ahead of schedule in case there are many officials and public employees with the same achievements
1. Older officials, public employees and employees, in case of not receiving pay raise ahead of schedule, they are no longer eligible to receive pay raise ahead of schedule (except for the case a pay raise ahead of schedule for retirement is more favorable).
2. Officials, public employees and employees who have won emulation titles or other forms of commendation other than achievements are the basis for consideration of pay raise ahead of schedule specified in Article 12 of this Regulation.
3. Officials, public employees and employees with achievements are recognized but have not been considered pay raise ahead of schedule in the previous pay raise periods.
4. Officials, public employees and employees whose scientific research works and innovations in work have been applied and brought about effectiveness, certified by the Ministry's Scientific Council or competent authorities.
5. Officials, public employees and employees have not received pay raise ahead of schedule..
6. Officials, public employees and employees have a longer working time.
7. Female officials, public employees and employees.
8. Ethnic minorities officials, public employees and employees."

Thus, officials, public employees, and employees of the Ministry of Justice of Vietnam with outstanding achievements are considered for a pay raise ahead of schedule according to the above regulations.
