What Does a Party Member's Dossier Include?
According to the guidance at Section 8 of Guideline 01-HD/TW 2021, the party member's dossier includes:
When Admitted to the Communist Party
- Certificate of attending the class on awareness about the Communist Party.- Application to join the Communist Party.- Personal history of the applicant to the Communist Party and accompanying verification documents.- Introduction letter from the official Party member assigned to assist.- Resolution introducing the outstanding Youth Union member to the Communist Party by the Ho Chi Minh Communist Youth Union or the grassroots union.- Summary of opinions from the political-social organization at the workplace and the cell committee (or cell) where the applicant resides.- Resolution examining and proposing to admit the applicant as a Party member by the cell.- Appraisal report by the sectional Party committee (if any).- Resolution examining and proposing to admit the applicant as a Party member by the grassroots Party committee.- The decision to admit the applicant as a Party member by the competent authority.- Personal history of the Party member.- Party membership card.
When Officially Recognized
When a Party member is officially recognized, the dossier will include additional documents such as:
- Certificate of attending the class for new Party members.- Self-criticism report by the probationary Party member.- Evaluation report by the assisting Party member.- Summary of opinions from the political-social organization at the workplace and the cell committee (or cell) where the probationary Party member resides.- Resolution examining and proposing to officially recognize the probationary Party member by the cell.- Appraisal report by the sectional Party committee (if any).- Resolution examining and proposing to officially recognize the probationary Party member by the grassroots Party committee.- The decision to officially recognize the Party member by the competent authority.- Annual additional documents to the Party member's dossier.- Investigation and conclusion reports on the personal history of the Party member (if any).- Decisions by the competent authority regarding transfer, appointment, retirement, disability retirement, transfer of sectors, demobilization, discharge, discipline, commendation; copies of professional, political theory, foreign language, and computer science certificates.- System of Party activity transfer letters from the time of joining the Communist Party.- Annual self-criticism reports (of the last three years) and when transferring Party activities of the Party member.
Documents in the Party member's dossier (except the Party membership card managed under separate regulations) are recorded in the document index and arranged in the specified order, placed in a dossier bag for management;
The document index in the Party member's dossier must be checked, confirmed, signed, and sealed by the Party committee managing the Party member's dossier.

How is the Supplementation of the Party Member's Dossier Regulated?
The annual supplementation of the Party member's dossier and when officially transferring Party activities is regulated at Section 8 of Guideline 01-HD/TW 2021 as follows:
- Annually and when officially transferring Party activities, the Party member must fill in the additional changes about:+ Education (political theory, academic qualifications, professional skills, foreign language, computer skills...);+ Unit;+ Office position;+ Occupation;+ Commendation;+ Discipline;+ Family background (parents, spouse, children...) to be supplemented to the Party member's dossier and sealed by the Party committee at the supplemented section.
- The cell committee and cell guide, collect, check, confirm the Party member dossier supplement form, write additional changes into the cell's Party member list, and transfer the Party member dossier supplement form to the grassroots Party committee (if it's a grassroots cell, the cell committee confirms at the section for the grassroots Party committee).
- The grassroots Party committee records additional changes into the Party member's history and the Party member list of the Party committee, and transfers the Party member dossier supplement form to the immediate superior Party committee.
- The immediate superior Party committee of the grassroots Party organization supplements changes into the Party membership card, Party member's history, Party member list, and Party member database; retains the supplement form with the Party member's dossier, if the grassroots Party committee manages the Party member's dossier, they transfer the form to the grassroots Party committee.

Instructions on How to Fill in the Party Member Dossier Supplement Form
According to the guidance at points 2-3 subsection 2 Section I of Guideline 12-HD/BTCTW 2022, the instructions on how to fill in the Party member dossier supplement form are as follows:
- The sections in the header are filled in as the corresponding content in the Party membership card.
- The sections in the content: Only fill in the sections with changes compared to the previous year, the sections without changes compared to the previous year mark with the letter "K". The sections with instructions should be filled in according to the instructions in the form, the remaining sections should be filled in as per the Party membership card filling guidance.
- Using and managing the Party member dossier supplement form:
+ The cell committee and cell guide, collect, check, confirm the Party member dossier supplement form, write additional changes into the cell's Party member list, and transfer the Party member dossier supplement form to the grassroots Party committee (if it's a grassroots cell, the cell committee confirms at the section for the grassroots Party committee).
+ The grassroots Party committee records additional changes into the Party member's history and the Party member list of the Party committee, and transfers the Party member dossier supplement form to the immediate superior Party committee.
+ The immediate superior Party committee of the grassroots Party organization checks, collects the Party member dossier supplement form; supplements changes into the Party membership card, Party member's history, Party member list, and Party member database;
Retains the Party member dossier supplement form with the Party member's dossier, if the grassroots Party committee manages the Party member's dossier, they transfer the form to the grassroots Party committee.
