Will personal automobiles be automatically extended for the registration cycle under the new regulations?

On June 2, 2023, the Ministry of Transport issued Circular 08/2023/TT-BGTVT amending and supplementing certain provisions of Circular 16/2021/TT-BGTVT.

Notably, the content will automatically extend the registration cycle for personal automobiles.

To be specific, the registration authority will automatically issue a confirmation of the validity period of the Registration Certificate and Inspection Sticker for vehicles participating in traffic without the vehicle owners needing to bring their vehicles to the registration center for re-inspection. This helps to fundamentally solve the current congestion in vehicle inspection.

The subjects of application are passenger cars with up to 9 seats not engaged in transportation business (produced up to 7 years ago and between 13 to 20 years ago) that have been issued Registration Certificates and Inspection Stickers before March 22, 2023, and still have valid inspection periods up to June 3, 2023. These vehicles will automatically have their inspection periods extended according to the new cycle stipulated in Circular 02/2023/TT-BGTVT for 6 more months.

2. Transitional Provisions

a) Inspection Certificates and Inspection Stickers issued before the effective date of this Circular will continue to be used until the expiry date stated in the Inspection Certificates and Inspection Stickers, except for cases specified in point b of this clause;

b) Inspection Certificates and Inspection Stickers for passenger cars with up to 09 seats not engaged in transportation business (produced up to 07 years ago and between 13 to 20 years ago) issued before March 22, 2023, and valid until before July 1, 2024, will continue to be used until the expiry period is calculated according to the new cycle stipulated in Appendix V of this Circular. The validity period of Inspection Certificates and Inspection Stickers will be confirmed by the Vietnam Register according to the form prescribed in Appendix VI issued with this Circular (electronic version signed by the Vietnam Register and containing a QR-Code linking to the website of the Vietnam Register). Vehicle owners can look up the validity confirmation on the website of the Vietnam Register (https://giahanxcg.vr.org.vn) and print the validity confirmation. This confirmation is an inseparable document that goes along with the issued Inspection Certificates for participating in road traffic as regulated;

c) Provisions in point b of this clause do not apply to Inspection Certificates and Inspection Stickers that expire before the effective date of this Circular.

Inspection Certificates and Inspection Stickers issued before June 3, 2023, will continue to be used until the expiry date stated in the Inspection Certificates and Inspection Stickers.

For Inspection Certificates and Inspection Stickers of passenger cars with up to 09 seats not engaged in transportation business issued before March 22, 2023, and valid until before July 1, 2024, they will continue to be used until the expiry period is calculated according to the new cycle stipulated in Appendix V issued with Circular 08/2023/TT-BGTVT.

Principles for determining the inspection cycle of motor vehicles

a) General Principles

The initial inspection cycle specified in Section 2 of this Appendix applies to the following objects: Motor vehicles exempted from the first-time inspection as stated in Clause 3, Article 5 of this Circular; brand-new motor vehicles requiring the first-time inspection (vehicles produced within 3 years (the production year plus 2 years) from the year of submitting the application for the first-time inspection certificate). The period from the production year to the year of submitting the application for the inspection certificate is determined as per the guidelines in point e, Section 1 of this Appendix.

The periodic inspection cycle specified in Section 2 of this Appendix applies to the following objects: Motor vehicles requiring the first-time inspection not exempted according to the initial inspection cycle above; motor vehicles inspected in subsequent periods.

The inspection cycle of motor vehicles is determined according to the general principles specified above.
