How are allowances for non-commissioned officers, soldiers, and key learners calculated?

Based on Point b Clause 2 Article 3 Circular 41/2023/TT-BQP stipulates the allowance levels for non-commissioned officers, soldiers, and key learners as follows:

The allowance rate effective from July 01, 2023 = Basic statutory pay rate of 1,800,000 VND/month x Current rank allowance coefficient.

Based on Table 4 of the rank allowance table for non-commissioned officers, soldiers, and key learners issued with Annex 1 of the salary table list, salary raise, and allowances promulgated with Circular 41/2023/TT-BQP:

What are the training, vocational education, and job settlement policies for non-commissioned officers upon discharge?

Based on Article 8 of Decree 27/2016/ND-CP stipulates as follows:

Training, vocational education, and job settlement policies upon discharge

1. Non-commissioned officers and soldiers who were studying or have admission letters from vocational education institutions or higher education institutions before enlistment are entitled to have their results preserved and be re-admitted to those institutions.

In the case where non-commissioned officers and soldiers complete their service, upon discharge, if they have a need for vocational training and are eligible for vocational training support, they will be supported in accordance with Decree No. 61/2015/ND-CP dated July 09, 2015, of the Government of Vietnam, which stipulates policies on job creation support and the National Employment Fund.

2. Non-commissioned officers and soldiers who were working at State agencies, political organizations, or socio-political organizations before enlistment, must be re-admitted and assigned jobs upon discharge, with income guaranteed not less than before enlistment. If these agencies or organizations have been dissolved, their superior agencies or organizations are responsible for arranging suitable jobs. If the superior agencies or organizations have been dissolved or do not exist, the Department of Labor, Invalids, and Social Affairs cooperates with relevant State agencies of the same level to resolve employment.

3. Non-commissioned officers and soldiers who were working at economic organizations before enlistment, must be re-admitted and assigned jobs upon discharge, with salaries and wages commensurate with their positions and salaries before enlistment. If these economic organizations have ceased operation, dissolved, or gone bankrupt, the policies for non-commissioned officers and soldiers upon discharge shall be implemented in the same manner as for workers of these organizations under the current social insurance laws. The local Social Insurance agency, where these economic organizations paid social insurance, is responsible for settling social insurance benefits in accordance with current regulations.

4. Non-commissioned officers and soldiers admitted to work at State agencies, organizations, or economic establishments of various economic sectors shall be ranked according to their assigned jobs. The service period shall count towards their working time and they shall enjoy policies in accordance with current regulations for officials and public employees and workers of those economic establishments.

5. Non-commissioned officers and soldiers discharged in compliance with Clauses 1 of Articles 43 and 48 of the 2015 Law on Military Service, upon returning to their local areas, shall be prioritized for job arrangement by local authorities, agencies, and organizations and shall be granted additional points in recruitment exams for officials and public employees. During the probation period, they are entitled to receive 100% of the salary and allowance of the recruited rank corresponding to their educational levels.

Thus, vocational training and job settlement policies for non-commissioned officers upon discharge are implemented as stipulated above.
