How to calculate registration fee in Vietnam when buying used cars and motorbikes?

According to Clause 3, Article 3 of Circular 13/2022/TT-BTC, as follows:

“Article 3. Registration fee calculation price

3. Price to calculate registration fee for used property specified in Clause 4, Article 7 of Decree No. 10/2022/ND-CP
The registration fee calculation price is the residual value calculated according to the useful life of the property. Residual value of the new property table value multiplied by (x) the remaining quality percentage of the asset.

a) New property value determined according to the guidance in Clause 2, Article 7 of Decree No. 10/2022/ND-CP and Clause 2 of this Article.

b) The percentage (%) of the remaining quality of the registered property is determined as follows:

The useful life of the property is calculated from the year of production to the year of declaration of the registration fee. If the year of manufacture cannot be determined, the useful life of the property shall be counted from the year when the property is put into use until the year the registration fee is declared.”

4. Motorcycle: The fee is 2%.
Private:
a) Motorcycles owned by organizations and individuals in centrally run cities; provincial city; The town where the provincial People's Committee is headquartered shall pay the registration fee for the first time at the rate of 5%.
b) For motorbikes paying registration fee for the second time onward, the rate of 1% will be applied. In case the property owner has declared and paid a registration fee of 2% for motorbikes and then transferred it to an organization or individual in the area specified at Point a of this Clause, a registration fee of 2% shall be paid. revenue is 5%

Private:
a) Passenger cars with 09 seats or less (including pick-up cars): pay the first registration fee at the rate of 10%. d) Vehicles specified at Points a, b, and c of this Clause: pay the registration fee for the second time onward at the rate of 2% and apply uniformly nationwide.
Based on the type of vehicle specified in the Certificate of quality, technical safety and environmental protection issued by the Vietnamese registry, the tax authority shall determine the registration fee for automobiles, trailers or vehicles. semi-trailers are towed by cars, vehicles similar to cars as prescribed in this Clause.
8. To determine the previous registration of ownership, the organization or individual that receives the transfer when registering the ownership of a car or motorbike shall pay a registration fee at the initial rate.
The registration fee for properties specified in this Article is limited to a maximum of VND 500 million/asset/time of registration, except for passenger cars with 9 seats or less, aircraft and yachts.
