Step 1: Access the National Public Service Portal at https://dichvucong.gov.vn/
Step 2: Use the USB Token signature device to log in. If the unit does not have an account, please register a new one.
Note: The system requires downloading and installing the Digital Signing Tool to authenticate the digital signature information.
Step 3: After logging in, select the "Online Public Services" function.
Search for the procedure by entering the search keyword by name. The full name is the Linkage of Registration, Adjustment of Mandatory Social Insurance (SI), Health Insurance (HI), Unemployment Insurance (UI) and Labor Usage Report.
Step 4: Select the procedure, click on "Submit Online".
Step 5: Declare information.
Select the receiving agency as the Department of Labor - Invalids and Social Affairs where the headquarters, branch, or representative office is located.
Step 6: Click the "Register" button, the system will automatically record the information.
Step 7: When the screen shows the message "Congratulations on successfully updating the labor report receiving agency information", click the "Exit" button to complete the procedure.

In case the employer cannot report labor changes through the National Public Service Portal, the report can be sent in paper form using Form No. 01/PLI Appendix I issued with this Decree to the Department of Labor - Invalids and Social Affairs and notify the district-level social insurance agency where the headquarters, branch, or representative office is located. For labor working in industrial zones, economic zones, the employer must report labor changes to the Department of Labor - Invalids and Social Affairs, district-level social insurance agency where the headquarters, branch, or representative office is located, and the Management Board of the industrial zones, economic zones for monitoring.
The Department of Labor - Invalids and Social Affairs is responsible for consolidating labor change information in case the employer sends the report in paper form to fully update information according to Form No. 02/PLI Appendix I issued with this Decree.
