b) With the customer's written consent or in another form agreed upon with the customer.

2. Credit institutions, foreign bank branches have the responsibility to provide customer information to the customers themselves or their legal representatives.

Thus, a credit institution is only allowed to provide customer information to other organizations or individuals in the following cases:

- Other organizations or individuals have the right to request credit institutions, foreign bank branches to provide customer information as specifically specified in the code, law, resolutions of the National Assembly.

- With the customer's written consent or in another form agreed upon with the customer.

Therefore, in the case of an individual calling for flood donations due to typhoon No. 3 through a personal bank account, if it does not fall into the above cases, they are not required to provide a bank statement. However, providing a statement helps to ensure transparency, enhancing the credibility of the individual or organization calling for donations and building trust among the donors.
