What is the purpose of building a housing and real estate information system?
Pursuant to Article 4 of Decree 44/2022/ND-CP of Vietnam:
“Article 4. Information system on housing and real estate market
1. Information system on housing and real estate market includes:
a) Database on housing and real estate market;
b) Information technology infrastructure for housing and real estate market;
c) Software system for management, operation and exploitation of information about housing and real estate market.
2. An information system on housing and real estate market is built nationwide in order to share and provide basic information on housing and real estate market to agencies, organizations, individuals, serving the state management and the publication of statistics on housing and real estate market, meeting the requirements of socio-economic development.”
Thus, the housing and real estate market information system is built for the purpose of sharing and providing basic information about housing and the real estate market nationwide for agencies, organizations and individuals performing state management and socio-economic development.

How many types of database on housing and real estate market from August 15, 2022?
Pursuant to Article 5 of Decree 44/2022/ND-CP of Vietnam stipulating as follows:
“Article 5. Database on housing and real estate market
1. Database on housing and real estate market is a collection of basic information and data on housing and real estate market that have been collected, examined, evaluated, processed, digitized, integrated, and stored in a systematic and organized manner in the form of data files stored on information systems, storage devices, and information carriers so that they can be updated, managed, and exploited by information technology systems in service of state management, economic and social activities, and ensuring the right to access information as prescribed by law.
2. Database on housing and real estate market includes:
a) National database on housing and real estate market is a collection of general information and data on housing and real estate market nationwide from the database on housing and real estate market of the local, information shared by relevant ministries and sectors, and from national housing survey programs.
The national database on housing and real estate market is built, maintained and managed by the Ministry of Construction of Vietnam.
b) Database on housing and local real estate market is a collection of all basic information and data on housing and real estate market collected in the province or city directly under the central government.
The database on housing and local real estate market is assigned by the People's Committee of the province or city directly under the central government (hereinafter referred to as the People's Committee of the province) to assign the Department of Construction to be responsible for building, storage and management.
3. The contents of the database on housing and real estate market are specified in Chapter II of this Decree.”
Thus, there will be two types of database on housing and real estate market, namely the national database on housing and real estate market, which is built and managed by the Ministry of Construction of Vietnam and database on housing and real estate market of the local, which is built and managed by the Department of Construction under the assignment of the provincial People's Committee.
How to implement the construction, management and exploitation of information system on housing and real estate market?
Pursuant to Article 6 of Decree 44/2022/ND-CP of Vietnam stipulating as follows:
“Article 6. Principles of construction, management, exploitation and use of information systems on housing and real estate market
The construction, management, exploitation and use of information systems on housing and real estate market must comply with the following principles:
1. An information system on housing and real estate market is built and managed uniformly from the central to local levels; comply with national technical standards and regulations on information technology application in state agencies, ensuring scientificity and convenience for exploitation and use.
2. Database on housing and real estate market must ensure timely service requirements of state management and socio-economic development, ensuring national security.
3. Information and data on housing and real estate market collected, updated, maintained, exploited and used must be truthful, objective, public, transparent and easily accessible.
4. The exploitation and use of information and data on housing and the real estate market must ensure the right purposes and comply with current regulations on exploitation and use of information and data.”
According to the above regulations, the construction, management and exploitation of information systems on housing and real estate market are carried out according to the above principles.
Decree 44/2022/ND-CP of Vietnam will take effect from August 15, 2022.
