2. The Prime Minister approves the list of petroleum lots and the adjusted list of petroleum lots based on the proposal of the Vietnam Petroleum Group and the appraisal results and reports of the Ministry of Industry and Trade.
Pursuant to Article 17 of the 2022 Petroleum Law of Vietnam stipulating as follows:
Contractor selection plan
1. A contractor selection plan is made for one or several petroleum lots on the approved list of petroleum lots as prescribed in Clause 2, Article 7 of this Law to carry out the selection of contractors to conclude petroleum contracts.
2. Main contents of the contractor selection plan include:
a) List of petroleum lots and form of contractor selection for each petroleum lot;
b) Preliminary assessment of petroleum potential of each petroleum lot;
c) Time to conduct;
d) Criteria for selecting contractors;
d) Evaluation method.
Thus, a contractor selection plan is made for one or several petroleum lots on the list of petroleum lots approved by the Prime Minister on the basis of the proposal of the Vietnam Petroleum Group and the appraisal results. Report of the Ministry of Industry and Trade.

The selection of contractors to sign oil and gas contracts at the open petroleum lot is done through one of the following forms:
1. Open bidding;
2. Limited bidding;
3. Competitive bidding;
4. Appointment of contractors.
Thus, there are forms of contractor selection as follows:
- Open bidding
- Limited bidding
- Competitive bidding
- Appointment of contractors.
The selection of contractors to conclude petroleum contracts at the open petroleum lot is done through one of the above methods.
What are the conditions for the contractor to be selected to conclude petroleum contracts in Vietnam?
Pursuant to Article 23 of the 2022 Petroleum Law of Vietnam stipulating as follows:
Reviewing contractor selection results
Contractors are recommended for selection when the following conditions are met:
1. Valid bids, competitive bids, and proposals;
2. Satisfy the requirements on capacity and experience in petroleum activities;
3. Satisfy technical requirements;
4. Satisfy economic requirements;
5. Having bid dossiers, competitive bidding dossiers are ranked first.
Thus, the contractor is recommended to choose to conclude a petroleum contract when satisfying the following conditions:
- Meeting the requirements on capacity and experience in petroleum activities;
- Meet technical requirements;
- Meet economic requirements;
- Having bid dossiers, competitive bidding dossiers ranked first.
