According to the regulations stated in Article 23 Regulation 99-QD/TW, 2023:
Prohibited acts
1. Obstructing or preventing the dissemination and use of the Communist Party flag.
2. Insulting or destroying the Communist Party flag in any form.
3. Using the Communist Party flag improperly, in an incorrect manner.
4. Printing the Communist Party flag on sensitive or inappropriate locations.
5. Using or sharing distorted, insulting, or manipulated images of the Communist Party flag on the Internet, social networks, and other technological platforms.
6. Using the image of the Communist Party flag in video game software.
7. Taking photos or filming the process of state agencies removing substandard Communist Party flags to post on the Internet or social networks with the purpose of defaming or insulting organizations and individuals who display the Communist Party flag.

Guidelines for using images of the Communist Party flag of Vietnam according to the newest regulation?
Based on the provisions in Chapter 3 of Regulation 99-QD/TW, 2023 for using images of the Communist Party flag of Vietnam according to Regulation 99-QD/TW, 2023:
Use on the background screen (LED screen, etc.) of auditoriums, stages during events
Adhering to the principles, layout of the Communist Party flag as per Clause 1, Article 5, Chapter 2 of Regulation 99-QD/TW, 2023 ensuring uniformity and solemnity.
At the headquarters of Communist Party agencies, units at all levels
The image of the Communist Party flag is printed, engraved, attached, or embossed on the front, at the top, in the most prominent and dignified position of the building so that it is easily recognizable by everyone.
On documents, papers, logos, publications
The image of the Communist Party flag is printed, engraved in a dignified manner, expressing respect, and appropriate to the nature and content on the following documents, papers, publications, and logos:
- Party member cards, Communist Party badges, commemorative medals, commendations from Party committees, and Party organizations at all levels.- Documents from Party committees and Party organizations at all levels.- Identification cards of officials in Communist Party agencies.- Diplomatic documents of the Communist Party of Vietnam.- Correspondence, invitation cards, envelopes of Communist Party leaders when dealing with foreign agencies.- Diplomas and certificates for training on Party work.- Notebooks for recording activities of Party cells and meetings of Party organizations.- Printed or engraved on ballot boxes for electing delegates to Party congresses at all levels; electing positions in Party agencies from the central to local levels.- Printed on Communist Party publications (books, newspapers, magazines, materials, pamphlets) in both electronic and print formats to perform the political tasks of agencies and units.- Printed on uniforms, lapel pins, bags, symbols, logos of agencies and organizations.
In videos, clips, software, and through modern technology means
- The Communist Party flag is recorded in videos, clips, screenings serving the political tasks of agencies and units. The recording and screening must absolutely ensure correctness and no errors.- The image of the Communist Party flag is displayed using LED lights, lasers, presentation technologies: 3D Mapping, 3D Scanning, Virtual Reality (VR), VR360, Augmented Reality (AR), Extended Reality (XR), 3D Hologram projection... and other advanced, modern technologies to organize events, and art performances with the approval of the same level People’s Committee.- The image of the Communist Party flag is used on electronic portals, websites, and software serving the activities of agencies and units, ensuring political significance and dignity.
On monuments, reliefs, model clusters for propaganda decoration, floral decorations, arranged by people or other materials
- The Communist Party flag or the "Hammer and Sickle" symbol is engraved on monuments and reliefs (creative stylization can be used) appropriate to the space and meaning of the work.- The Communist Party flag is built on propaganda models, decorated with flowers, miniature gardens, or other materials on streets, gateway areas, welcoming gates, places of events, cultural and artistic performances during Tet, major national holidays, Party congresses at all levels, and other important political-social events with the approval of the same level People’s Committee.- The Communist Party flag can be arranged by people or other materials, showcasing faith in the Party and love for the homeland, and the country.
Using the image of the Communist Party flag in other cases
Using the image of the Communist Party flag in political-social activities, propaganda, cultural and artistic events, exhibitions, screenings... must ensure political significance, aesthetics, dignity, and propaganda value, with the approval of the same level People’s Committee.
Who is authorized to use the image of the Communist Party flag?
Based on the provisions in Article 16 of Regulations 99-QD/TW, 2023 the authorization for using the image of the Communist Party flag is as follows:
Agencies, units, organizations within the political system, including representative agencies of Vietnam abroad, are authorized to use the image of the Communist Party flag for decoration, printing, recording, screening... and other modern technologies, software applications serving in the activities commemorating significant holidays, historical, political-social events, propaganda, and cultural arts.
